Institute Van Fatality

This is a side street in (연동) Yeon-dong, Jeju City.
A yellow van operating for a private institute makes a stop.
Soon, an ambulance arrives at the scene.


A nine-year-old girl was run over by a private institute's van after she got out of the vehicle near (신제주) Shinjeju Rotary in (연동) Yeon-dong, Jeju City.


The girl sustained severe injuries and was rushed to hospital where she later died.

Witness
I came out when I heard an ambulance siren. People crowded around. The paramedics were discussing her breathing condition.


Police say the driver was unaware that the girl's clothing had become stuck in the door and she was subsequently dragged behind the vehicle.


Police have indicted the driver, a man in his sixties, on charges of professional negligence resulting in death and other Road Traffic Act violations.
A police investigation is underway on the details of the accident.


Police noted that at the time of the accident an assistant was not present in the vehicle as required by law.


According to the Road Traffic Act, an assistant is required to supervise children as they get in and out of the vehicle.


Police also indicted the owner of the institute, a woman in her fifties, for Road Traffic Act violations.


About 40 accidents involving school buses in Jeju have taken place over the last 5 years.
This week's accident is the first to result in a fatality.




학원 차량서 내리던 초등생 숨져…동승자 없어

제주시 연동의 한 이면도로입니다.

노란 학원차량이 도로 한 켠에 멈춰섭니다.

잠시 뒤, 구급차가 사이렌을 울리며 골목 안으로 들어옵니다.


지난주 제주시 연동 신제주로터리 인근 도로에서
학원 승합차에서 내리던 초등학생이
해당 차량에 치이는 사고가 났습니다.


이 사고로 9살 A양이
얼굴 등을 크게 다쳐 병원으로 옮겨졌지만
결국 숨졌습니다.

"119 구급차 오는 소리를 듣고서 그제야 나와봤는데 나와보니까 주위에서 벌써 사람들 몰려들어 있었고. (아이가) 숨도 쉬네 안 쉬네 그랬으니까 구급대원들이."


아이의 옷이 문에 끼인 상태에서
이를 발견하지 못한 운전자가
그대로 차를 출발하면서 사고가 난 겁니다.


경찰은 운전자인 60대 남성을
업무상 과실치사와
도로교통법 위반 혐의로 입건해
정확한 사건 경위를 조사하고 있습니다.


경찰 조사 과정에서
사고 당시 학원 차량에
보조교사가 없었다는 점도 드러났습니다.


관련 법에 따르면
어린이 통학 차량의 경우
승하차를 도울 수 있도록
동승자가 반드시 탑승해야 합니다.


이에 따라 경찰은
학원 원장인 50대 여성을 상대로
도로교통법 위반 혐의로 입건해 조사하고 있습니다.


최근 5년 사이 제주에서 발생한
어린이 통학버스 교통사고는 40여 건.

이런 가운데 사망 사고로 이어진 건 이번이 처음입니다.
