Academy Van Services Stretch Budgets

This mother of an elementary school child recently received a message about additional fees from her child's gym.


The notice says that the charges may be required to cover additional personnel expenses from hiring a van assistant. This comes in the wake of last month's tragic death of a young elementary school student who was dragged behind a private institute's van in Jeju City.
As many private institutes are beginning to charge for school van services, the financial burden for parents is growing.

As private institutes face difficulties in the costly hiring of new assistants, some have opted to simply halt van services for students.
Inquiries about information on private institutes that operate vans are often posted in online communities for parents.


Parents' complaints are growing, but private institutes say the additional charges are unavoidable as COVID-related expenses grow.
The situation outside city centers is even more serious.
In rural areas where public transportation is lacking, students often use academy vehicles to return home.

Bus intervals in some rural areas are between 1 and 2 hours. Students there have used the vans to get home. But I don't think academies can just operate them for free anymore.


Back in 2015, the Road Traffic Act was revised to require a school bus assistant to be on board when students were present.

"부담이 되죠. 학원 입장이 이해가 안 되는 건 아니지만 가계 입장에서는 규제 때문에 차량비를 더 받는다는 건 부담이 됩니다."


일부 학원들은 비용 부담에 구인난까지 겹치며
아예 차량 운행을 중단하는 학원들까지 생겨나고 있습니다.

이 때문에 학부모 온라인 커뮤니티에는
차량을 운행하는 학원을 문의하는 글들도 심심찮게 올라옵니다.

학부모들의 불만이 커지고 있지만
학원가에선 코로나19로
경영난이 심화되고 있어 어쩔 수 없다는 입장입니다.

특히 외곽지역에 있는 학원들의 사정은
더욱 심각한 수준이라고 말합니다.


대중교통이 불편한 중산간 지역의 가정들은
학원 차량을
자녀들의 귀가용으로 이용하는 경우가 적지 않다는 겁니다.

"이런 데는 (대중교통) 차 시간이 1시간, 2시간 이렇게 되는데
그런 쪽에서는 애들이 기다려야 되거든요. 그런데 이제는 학원 측에서도 그냥 (무료 운행) 해줄 수는 없지 않을까..."

시행된 건 2015년입니다.


하지만 그동안 학원가 반발을 의식해 계도에 그치다
최근 초등학생 사망 사고를 계기로
뒤늦게 대대적인 단속에 나서고 있습니다.
