Hang Back on Parking Enforcements

This road in Yeon-dong, like so many in Jeju City, has cars illegally parked all over, despite the 10-minute parking signs that feature up and down the street.
The drivers are taking advantage of a 10-minute grace period for parking enforcement.


Now, the grace period for illegal parking enforcement is set to be reduced from 20 minutes to 10 minutes in rural (읍) eup and (면) myeon districts, and from 10 minutes to 5 minutes in more urban (동) dong districts.
The grace period in school zones will be limited to 5 minutes all across the island.


The previous big outlier - a two-hour lunchtime grace period from 11:30 AM to 1:30 PM in school zones - will be abolished.


The province drew up updated and reinforced rules governing the grace period for illegal parking enforcement this January - rules which have until now been different between Jeju City and Seogwipo City.
The province has provided the new guidelines to the cities, and they are scheduled to be implemented this month.


However, both cities are currently not enforcing the reinforced crackdown guidelines.
Opposition from business owners that have already been suffering due to COVID-19 and complaints from residents near schools are expected.


Therefore, both Jeju and Seogwipo City have requested easing the rules and delaying the enforcement, but the province maintains its position that it will push ahead with the new guidelines for the safety of pedestrians.

We will make every effort to have the guidelines in place and to deal appropriately with any pushback and concerns from the cities, which will help supplement the guidelines.


It is expected that it will take a considerable amount of time to fully implement these new guidelines, which are meant to tread a fine line between protecting pedestrians and not hurting local businesses.

10분간의 주정차 단속 유예시간을 이용해 잠시 차를 세워둔 겁니다.

인근 상가들 역시
10분 동안 주차가 가능하다는 안내문을 붙여뒀습니다.


불법주정차 단속 유예시간이
읍면 지역은
기존 20분에서 10분으로,
동 지역은
10분에서 5분으로 줄어 듭니다.

어린이보호구역은
읍면과 동 지역 구분 없이 유예시간이 5분으로 제한됩니다.


특히 어린이보호구역의 경우
오전 11시 30분부터 오후 1시 30분까지
2시간 동안 적용되던
점심시간 단속 유예시간도 폐지됩니다.

제주도는
그동안 행정시마다 달랐던
단속 유예시간 등에 대해 강화된 통합규정을 마련해
지난 1월 제주시와 서귀포시로 전달하고 이달부터 시행하도록 했습니다.

하지만 양 행정시는
현재 강화된 단속지침을 적용하지 않고 있습니다.

코로나19로 인한 자영업자들의 반발과
대부분의 스쿨존이
주택가와 인접해있어
각종 민원이 우려되기 때문입니다.

이에 따라 양 행정시는
규정 완화와 적용 연기 등을 요청했지만
제주도는
보행자들의
교통안전 등을 이유로 강행한다는 입장을 고수하고 있습니다.

불법 주정차 단속 강화와
상인들의 상권 보호라는 입장이 엇갈리면서
해법은 없을런지,
실제 제도시행까지 적지 않은 시일이 걸릴 것으로 예상됩니다.
