75 Mil KRW Stolen in Taxi Fare Scam

A subsidized taxi system was introduced in 2018 in rural areas of Jeju to serve elderly.
Welfare cards, which are credit style electronic cards, are distributed to aged 70 and over for them to pay for taxi fares. Subsidy is provided to a taxi driver upto 7,000 won per ride.

An elderly are eligible to use the subsidized taxi which is called "Happy Taxi" 24 times every year.

The service that was first introduced in areas where public transportation is not easily accessible has been extended to all over the island since 2019 as elderly passengers were satisfied.

Many of the Happy Taxis which served as helpers for the elderly, were found to have inflated their fares to get more subsidies.


The Jeju Audit and Inspection Commission analyzed 447,000 transactions of about 30 taxi companies paid by welfare cards over the last three years.
6.63 percent out of 29,000 transactions were found to have overcharged fare fees.


And 69,000 transactions or 14 percent revealed that drivers operated without running taximeters.
Passengers don't care much about overcharge as they don't actually pay.

The commission says that subsidizing taxi companies have stolen 75 million won of subsidies.
Thus, the provincial office is planning to retrieve the subsidies from 34 taxi companies.

The province will also impose fines on taxi drivers and suspend business operations up to the maximum period set by laws.

We will retrieve the stolen subsidy and impose a fine of 200,000 won on drivers for violating the Taxi Development Act.

It will soon investigate self-employed taxi drivers to see if they also overcharge the welfare card holders based on driving records.

About 75,000 seniors used Happy Taxi and 5.4 billion won of tax money was spent on the subsidized taxi service last year.




어르신 요금 부풀린 행복택시…"운행 정지"


지난 2018년부터 읍,면지역에서 시행된 어르신 행복택시입니다.

만 70살 이상의 어르신들에게 복지카드를 지급해
택시를 이용할 때
한번에 최대 7천원까지 지원합니다.

1년에 24차례 이용이 가능합니다.

대중교통이 취약한 지역에 도입됐지만
어르신들의 호응이 높자
지난 2019년부터 제주 전역으로 확대 시행중입니다.

이처럼 어르신들의 나들이 도우미 역할을 톡톡히 했던
행복택시 상당수가
요금을 부풀려 보조금을 가로채 온 것으로 나타났습니다.


제주도 감사위원회가
도내 30여개 택시 업체를 상대로
최근 3년 동안
복지카드로 결제된 택시요금 44만 7천여건을 분석한 결과

실제 운행보다 더 많은 요금이 결제된 부당 징수 사례가
2만 9천여건으로
전체의 6%에 달했습니다.


아예 미터기를 켜지 않고 복지카드로 요금을 받은 사례도
6만3천여 건으로
전체의 14%나 됐습니다.

실제 이용료보다 많이 결제되더라도
보조금이라는 이유로
복지카드를 소지한 어르신들도 크게 신경을 쓰지 않았습니다.

이런 방식으로 실제 운행거리보다 많은 요금을 받아
행복택시들이 가로챈 보조금은 전체 7천5백만원에 달합니다.

제주도는 과다 요금을 받은 택시회사 34군데를 대상으로
보조금 환수 조치에 나서는 한편
택시기사에게는 과태료를 부과하고
최대 운행 정지 행정처분을 내릴 방침입니다.

"조금을 환수하고 운행자에 대해서는 택시발전법 위반에 따라서
과태료 20만 원을 부과할 예정입니다. "


또 개인택시 운송사업자를 대상으로도 운행 기록을 바탕으로
부정 수급 사례를 적발할 예정입니다.

지난해 행복택시를 이용한 어르신은 7만5천여 명,

이들의 나들이를 돕기 위해 복지카드에 지원된 예산만
54억원에 달합니다.
