Incoming Governor’s Budget Bill Released

The outline of the supplementary budget bill of Governor-elect (오영훈) Oh Young-hun's office has been released.
The creation of a 700 billion won supplementary budget in the middle of the fiscal year was part of the incoming governor's campaign pledge to promptly address the province's immediate needs.

An 850 billion won supplementary budget is being added to the main budget of 7.24 trillion won.
Governor-elect Oh has said that the unprecedented size of the supplementary budget is larger than his election pledge.

The incoming governor plans to put more than 300 billion won from the supplementary budget bill into economic support for the public. This includes extending the repayment period of loans and providing compensation for loan interest gaps.
The supplementary budget bill also includes compensation for rising prices of inorganic fertilizer and relief funds for residents who do not qualify for national financial support.

Notably, the incoming governor stressed that the budget increases will go to benefits paid in the form of the (탐나는전) Tamnaneunjeon local prepaid card, which had been suspended due to funding deficits.

He said he is also considering relief fund payments for all residents.

The supplementary budget bill is aimed at helping the local economy affected by COVID-19, responding to inflation, high oil prices and high interest rates, restoring the daily lives of residents, and stabilizing the lives of the vulnerable. Residents' rights and interests are the focus.


The financial resources of the supplementary budget will be a tax allocated to local governments, a positive fund balance, and state subsidies.
Income generated from expected rises in local taxes will not be spent to create Oh's first supplementary budget.

Maintaining a sound fiscal condition is important at the moment. The fact that we have drawn up an extra budget of 850 billion won, the largest ever, can be said to match our financial condition.

Specific expenditure items and support projects will be reflected in the supplementary budget bill after consultation with the provincial government's budget department.

The next step will be on or about the 11th of July when Oh plans to submit the budget bill to the Provincial Council. The budget could be implemented as early as the beginning of August.


"7조2천400억 추경 편성…민생경제 회복"

첫 공약으로 제시했던
7천억 원 추경예산의 윤곽이 나왔습니다.


본 예산에 비해 8천 500억 원 늘려
7조 2천 400억원 규모로 편성했습니다.


당초 공약보다도 많고
역대 최대 규모라는 게 당선인 설명입니다.


오 당선인은
이 가운데 3천억 원 이상을 민생경제 지원 분야에 투입해
각종 대출 상환기간 연장이나
이자 차액 보전 같은
금융지원 방안을 마련하기로 했습니다.


비료가격 인상에 대한 차액을 지원하고
국가 지원에서 제외된 대상에게도
손실 보상을 지원한다는 방침입니다.


특히 예산 부족으로 중단된 탐나는전 할인 혜택에 대해서는
상당한 규모의
증액 편성이 불가피하다고 강조했습니다.


이와 함께
전 도민 재난지원금 지급도 검토하기로 했습니다.

추경안은 도민의 권리와 이익을 최우선에 두고 코로나19 피해 회복과 고물가, 고유가, 고금리 등 신3고 시대를 대비해 민생경제 활력화와 도민의 일상 회복, 그리고 취약계층 생활안정에 초점을 맞추겠습니다.


추경 재원은
지방교부세와 순세계잉여금,
국고보조금 등으로 마련하기로 했습니다.


지방세 수입 증가분은
하반기 경제 상황을 대비해
이번 추경에는 쓰지 않겠다고 설명했습니다.

건전한 재정 기조를 유지하는 게 현재로서는 중요하다, 그럼에도 불구하고 역대 최대 규모인 8천500억 원의 추경안을 편성했다는 것은 우리 재정 여건이 그만큼 좋다고 말씀드릴 수 있습니다.


구체적인 지출 항목과 지원 사업은
도청 예산 부서 등과 협의를 거쳐
추경안에 반영할 방침입니다.


이어 다음 달 11일을 전후해
도의회에 추경안을 제출하고
이르면 8월 초부터 예산을 집행할 계획입니다.
