Mandatory Stop at Pedestrian Crossings

This is a school zone near an elementary school in Jeju City.
The crosswalk does not have traffic lights.

The white solid line represents a “stop line” where a car should stop before reaching the crosswalk. This helps pedestrians to safely cross the street.
But very often drivers ignore the stop line.
According to a recent revision to the Road Traffic Act, ignoring the stop line will result in a fine.


Furthermore, at every crosswalk in a school zone, drivers will now be required to stop even if there are no pedestrians waiting to cross the street.
As many drivers are not yet aware of this change in the law, the police have launched a campaign to let drivers know about the new rules for school zones.

"7월 12일부터 어린이보호구역에서 횡단보도 지날 때는 반드시 일시정지를 해야합니다. (아, 정지. 제가 몰랐네요.)"


From the 12th of July, fines and penalties will be imposed if a vehicle does not stop at a crosswalk in a school zone. Fines will also be imposed in non-school zones where a car drives through a crosswalk while a pedestrian is waiting to cross.

At an intersection that is clear of pedestrians, cars can make a right turn on a red light after coming to a complete stop behind the stop line.


At a green light, cars can slow down and make a right turn without stopping if the intersection is clear of pedestrians.

However, cars must stop before a right turn at a green light if there are pedestrians crossing the road or standing on the sidewalk at the crosswalk.


If a pedestrian is hit by a car in these zones, the accident will be categorized as gross negligence. It will be handed over to prosecutors regardless of whether or not the driver and the victim have reached an out-of-court settlement.

"운전자들에게 횡단보도 앞에서 일시정지 의무를 부여해서 보행자의 안전을 확보하는데 의미가 있고요. 특히 어린이보호구역에서 법이 강화돼서 어린이들의 안전을 책임질 수 있을 것 같습니다."


The police plan to strengthen driver awareness of these changes to the Road Traffic Act and begin on-site crackdowns from July 12th.




보행자 보이면 '일단 정지'…12일부터 범칙금


제주시내 한 초등학교 인근 어린이 보호 구역 입니다.

신호기가 없는 횡단보도 앞.

잠깐 정지를 의미하는
하얀 실선이 표시돼 있지만
운전자들은 이를 무시하고 주행하기 일쑵니다.


개정된 도로교통법에 따라 앞으론 단속 대상이 됩니다.


어린이보호구역에선
길을 건너는 사람이 없어도
횡단보도 앞에서 무조건 멈춰야 합니다.

아직 내용을 모르는 운전자들이 많은 만큼
경찰은 시내 주요 어린이 보호구역에서
계도활동을 벌이고 있습니다.

오는 12일부터는
이렇게 어린이보호구역 횡단보도 앞에서 멈추지 않거나
우회전 차량이 보행자가 있는데도 주행하면 범칙금과 벌점이
부과됩니다.


우회전 차량 일시 정지에 대해서는
차량 신호가 빨간불일 경우
일단 정지선에 맞춰 멈추고
보행자가 없으면 출발합니다.


차량 신호가 초록불인 경우에는
보행자가 없으면
정지할 필요 없이 천천히 우회전 하면 됩니다.


하지만 초록불이더라도
횡단보도를 건너는 보행자나
건너려고 서 있는 보행자가 있다면 멈춰야 합니다.


이를 어기고 사고가 발생했을 때에는
중과실 항목으로 들어가
피해자와 합의여부에 상관 없이 재판에 넘겨집니다.

개정된 교통법 홍보를 위해 계도 활동을 강화하고
12일부터
현장 단속을 실시할 방침입니다.
