Rental Car Quota to be Extended

In 2018, the total number of registered rental cars in Jeju was about 31,000.
The province introduced a rental car quota policy to reduce the number of rental vehicles to 25,000 cars.
As of the end of last year, the number of registered rental cars was 29,800. There was no significant difference compared with the number registered before the policy.
This is because only half of the reduction goal was achieved, and thousands of rental cars had newly applied for registration before the policy was introduced.

The province has lost several lawsuits filed by rental car companies.


As a number of travelers have chosen the island as their destination instead of flying abroad because of the pandemic, unintended side effects are reported such as overcharging and illegal operation of rental cars registered on the mainland.

It is reported that the province is considering extending the quota policy for another two years ahead of the end of the policy on the 20th of next month.
While sympathizing with the extension of the policy, the local rental car industry states that it is unfair to force only local companies to reduce the number of rental cars as the previous provincial office did.

Local companies have reduced the number of rental cars by about 3,000. The reduction efforts were made only by local companies. Local companies agree to the current number, but cannot accept further reduction.

Research conducted last year suggests between 28,300 and 30,100 as the appropriate number of rental cars on the island.


The province plans to hold a rental car supply and demand control committee to set specific goals along with the extension of the quota policy.




렌터카총량제 2년 연장…적정대수는 고민

지난 2018년
제주지역 등록 렌터카 수는
모두 3만 1천여 대.

제주도는 등록대수를
모두 2만 5천대 까지 줄이겠다며
렌터카총량제를 도입했습니다.

지난해 말 기준 렌터카 수는
2만 9천 800대로
시행 전과 큰 차이가 없는 것으로 확인됐습니다.

감차 목표량을 절반 밖에 달성하지 못한데다
총량제 시행 전 신청된 증차 때문입니다.


더욱이 총량제 도입 후 업체에서 제기한
소송에서
제주도가 잇따라 패소했으며,

코로나 여파로 제주여행객이 늘어나면서
바가지 요금, 다른지역 렌터카 불법 영업과 같은
각종 부작용도 나타나고 있습니다.

다음달 20일, 총량제 종료를 앞두고
제주도가 2년 더 연장하는 방안을
검토중인 것으로 알려졌습니다.

제주지역 렌터카 업계에서는
총량제 연장 시행에는 동감하면서도
종전처럼 지역업체에만 감차를 강요하는
정책은 무리가 있다고 밝혔습니다.

그전에 3천대 정도 감차했습니다. 감차는 지역 업체가 대부분이었어요. 더 이상 지역 업체들도 현상태는 수긍하지만 더 이상 감차는 무리다,라는 게 업계 입장입니다.

지난해 실시한 연구 용역을 바탕으로 제시된
제주지역 적정 렌터카 대수는
2만 8천 300대에서 3만 100대.


제주도는 조만간
렌터카수급조절위원회를 개최해
총량제 연장에 따른
구체적인 목표 등을 설정할 방침입니다.
