Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Targets are female teenagers aged 12 to 17 and low-income women aged 18 to 26. Eligible people can be vaccinated free of charge at a nearby consignment medical institution or public health center. HPV infection is a major cause of cervical cancer, anal cancer and vaginal cancer. However, access to information is limited due to the decentralized nature of support organizations. Moreover, social programs are often lacking the experts required for their smooth implementation. It takes time for them to find proper support from institutions on their own. In the coming months and years, it will be essential that experts and support organizations come together to help fix the problems faced by shelter residents seeking independence. '홀로선' 보호종료 청소년…"심리지원 절실" 가정에서 보살핌을 받지 못하고 보호시설에 맡겨지는 제주지역 아동인구는 지난해에만 140명을 넘었습니다. 보호시설에 맡겨진 이유로는 가정에서의 학대가 가장 많이 차지합니다. 이들 가운데 시간이 흘러 자립을 준비하는 청소년은 65명 가량입니다. 특히 올해부터 아동복지시설의 보호 종료 연령이 종전 만 18살에서 24살로 연장되면서 성인 연령을 넘기고서도 보호시설에 남아 홀로서기를 준비하는 경우가 27%나 됩니다. 이들이 보호기간을 연장하는 데는 퇴소 이후 부딪히는 현실의 벽이 너무 높고 차갑기 때문입니다. 제주여성가족연구원이 실제 보호시설의 아동과 청소년을 대상으로 밀착 면접 조사를 진행한 결과 보호를 연장하는 이유로 대학 진학이나 취업 준비 등에 대한 불안과 걱정이 가장 컸습니다. 특히 다른 지방의 청소년들이 시설에서 나와 거주할 집 문제 등을 가장 큰 불안 요소로 선택한 것과 달리 제주 청소년들은 퇴소 이후 맺게 될 새로운 인간 관계에 대한 두려움을 꼽았습니다. 제주도는 이들 보호시설 아동 청소년들이 건강한 사회구성원으로 성장하고 자립능력을 갖출 수 있도록 조례를 두고 있습니다. 이를 근거로 홀로서기를 앞둔 청소년들에게 주거정착금이나 자립지원 수당 등을 지원하고 있습니다. 하지만 지원 기관이 분산돼 필요한 청소년들에게 정보 접근성이 떨어지고 무엇보다 배치된 전문가 부족으로 지원 프로그램 운영에도 애를 먹고 있습니다. [인터뷰 이연화 / 제주여성가족연구원 연구위원] 지금 보호종료 아동들 같은 경우에 많이 아동 학대나 정서적인 부분에 취약해서.. 그렇지 않은 사람도 있지만 그런 사람들도 많기 때문에 스스로 그런 기관들을 찾아가는 데까지 시간이 걸리기 때문에.. 이 때문에 가정 밖 청소년들의 홀로서기를 돕기 위해서는 통합 자립지원기관 운영과 함께 전문가 양성이 시급하다는 지적입니다.

The court overturned its first ruling that pleaded him not guilty to guilty with a sentence to 12 years in prison. At an appeal sentencing held on the 17th, the Gwangju High Court Criminal Justice Department reversed the acquittal of the first trial pleading Kim guilty of murder and sentenced him to 12 years in prison. Kim was judged guilty considering the weapon used at the scene of the crime and the fact that Kim paid his accomplice. The murder case of Lawyer (이승용) Lee Seung-yong which happened back in 1999 has remained unsolved the past 23 years.   • Rental Car Quota to be Extended In 2018, the total number of registered rental cars in Jeju was about 31,000. The province introduced a rental car quota policy to reduce the number of rental vehicles to 25,000 cars. As of the end of last year, the number of registered rental cars was 29,800. There was no significant difference compared with the number registered before the policy. This is because only half of the reduction goal was achieved, and thousands of rental cars had newly applied for registration before the policy was introduced. The province has lost several lawsuits filed by rental car companies. As a number of travelers have chosen the island as their destination instead of flying abroad because of the pandemic, unintended side effects are reported such as overcharging and illegal operation of rental cars registered on the mainland. It is reported that the province is considering extending the quota policy for another two years ahead of the end of the policy on the 20th of next month. While sympathizing with the extension of the policy, the local rental car industry states that it is unfair to force only local companies to reduce the number of rental cars as the previous provincial office did. Local companies agree to the current number, but cannot accept further reduction. Research conducted last year suggests between 28,300 and 30,100 as the appropriate number of rental cars on the island. The province plans to hold a rental car supply and demand control committee to set specific goals along with the extension of the quota policy. 렌터카총량제 2년 연장…적정대수는 고민 지난 2018년 제주지역 등록 렌터카 수는 모두 3만 1천여 대. 제주도는 등록대수를 모두 2만 5천대 까지 줄이겠다며 렌터카총량제를 도입했습니다. 지난해 말 기준 렌터카 수는 2만 9천 800대로 시행 전과 큰 차이가 없는 것으로 확인됐습니다. 감차 목표량을 절반 밖에 달성하지 못한데다 총량제 시행 전 신청된 증차 때문입니다. 더욱이 총량제 도입 후 업체에서 제기한 소송에서 제주도가 잇따라 패소했으며, 코로나 여파로 제주여행객이 늘어나면서 바가지 요금, 다른지역 렌터카 불법 영업과 같은 각종 부작용도 나타나고 있습니다. 다음달 20일, 총량제 종료를 앞두고 제주도가 2년 더 연장하는 방안을 검토중인 것으로 알려졌습니다. 제주지역 렌터카 업계에서는 총량제 연장 시행에는 동감하면서도 종전처럼 지역업체에만 감차를 강요하는 정책은 무리가 있다고 밝혔습니다. <인터뷰 :강동훈/제주렌터카대여협동조합 이사장> 그전에 3천대 정도 감차했습니다. 감차는 지역 업체가 대부분이었어요. 더 이상 지역 업체들도 현상태는 수긍하지만 더 이상 감차는 무리다,라는 게 업계 입장입니다. 지난해 실시한 연구 용역을 바탕으로 제시된 제주지역 적정 렌터카 대수는 2만 8천 300대에서 3만 100대. 제주도는 조만간 렌터카수급조절위원회를 개최해 총량제 연장에 따른 구체적인 목표 등을 설정할 방침입니다.
