Stalking Constantly Reported in Jeju


A man in a jacket got out of a van and was taken by police.
His name is (전주환) Jeon Ju-hwan, the 31-year-old suspect in the stalking murder at (신당) Sindang Station in Seoul.


His unlawful acts include illegal filming, threats, bombarding the victim with more than 300 text messages and stalking the victim for almost three years.
Police decided to reveal his personal information as he allegedly pre-planned the crime before murdering the victim.

In Jeju, stalking is constantly reported.
A male stalker constantly called his ex-fiancee who broke off their engagement, and visited her house in violation of the restraining order, and has finally been imprisoned.

A man in his twenties was arrested last month. He sent over 100 text messages to his ex-wife and knocked on the door of her house.


312 cases of stalking and harassment have been reported in Jeju since the anti-stalking act was put in place in October last year.
The police arrest rate for the crime in Jeju is at 60 percent, which is the highest in the nation.


However, the number of reported stalking cases in Jeju is 46 per 100,000 people. That's the third highest in the nation following Seoul and (인천) Incheon.
Police are actively responding to the crime based on the anti-stalking act, but investigations cannot be made for all the cases.

Because police or prosecutors cannot investigate or punish suspects against the victim's will according to the act.

We're making efforts to let people know about stalking which is definitely a crime. But many people still don't perceive it as a crime. If a victim doesn't want a stalker, usually an ex-boyfriend or ex-girlfriend, to be punished, we can't proceed with the investigation anymore.

As stalking is likely to lead to serious crimes, there are growing calls for strengthening protections for victims.

Victims have to accept inconveniences in their daily life in the name of the protection. But I believe that we need to establish a system to monitor the perpetrators and stalkers.


Stalking can evolve into a felony.
It seems necessary to supplement the anti-stalking act to prevent the crime from repeating.



전처에 '문자 폭탄' … 스토킹 신고 전국 세 번째

신당역 스토킹 살인 사건 피의자인 31살 전주환입니다.

전 씨는 피해자를 불법 촬영해 협박하고
300건이 넘는 문자를 보내는 등
3년 가까이 스토킹 범죄를 저질렀습니다.

스토킹은 물론
범행을 사전에 계획한 정황이 드러나면서 신상공개가 결정됐습니다.

이런 가운데 제주에서도 스토킹 범죄가 여전합니다.

파혼통보를 한 여자친구에게 끊임없이 전화하고
접근금지 명령을 어긴 채 집에 찾아가 유치장 신세를 지는가 하면,

지난달에는 전 아내에게
100차례 이상 문자메시지를 보내고
집에 찾아가 현관문을 두드린
20대 남성이 구속되기도 했습니다.

스토킹처벌법이 시행된
지난해 10월부터 지난달까지
제주에서 112로 신고된 스토킹 신고는 모두 312건.

신고 사건에 대한 검거율은 60%에 이르러
전국에서 가장 높았습니다.

하지만 인구 10만 명당
제주 지역 스토킹 신고 건수는 46건으로,
서울과 인천에 이어
전국에서 3번 째로 많습니다.

'스토킹처벌법'이 시행되며
경찰이 적극 대응하고 있지만 수사는 쉽지 않습니다.

현행 법에 따르면
스토킹은 '반의사불벌죄'로 피해자가 처벌을 원치 않으면
강제로 수사를 진행할 수 없기 때문입니다.

홍보를 나름대로 하지만 아직까지 전반적으로 (스토킹이 범죄라는걸) 잘 알지 못하는 것 같습니다. 피해자분들이 예전 남자친구고 여자친구이고 한데 처벌을 불원하면 저희가 수사를 더 이상 진행하지 못하는 그런 문제점들이 있습니다.


특히 스토킹은
강력범죄로 이어질 가능성이 큰 만큼
피해자에 대한 보호를 강화해야 한다는
목소리도 높아지고 있습니다.

지금까지는 피해자 보호라는 이유로 사실 피해자의 생활에 여러 가지 불편함이 유발됐는데 그럴 게 아니고 가해자, 스토커를 감시하는 시스템을 구축하는 게 필요하다 이런 생각이 듭니다.

강력범죄로 이어지고 있는 스토킹 범죄.

또다른 피해가 반복되지 않도록
스토킹 범죄에 대한 실효성 있는 법 제도 보완이 필요해 보입니다.
