Emergency Routes and Exits Neglected


Abandoned appliances and pieces of furniture are piled up in the stairwell of this Jeju City apartment.

Boxes, trash bins, even old doors fill another area, impeding movement.

These areas are used as emergency escape routes - something made much more difficult with the mountains of built-up trash.

In order to return the building to the necessary level of safety, the apartment management office is disposing of anything left in common areas as well as thoroughly cleaning up all public passages and stairwells. The job will be done before the end of the month.

Highlighting just how serious this problem of built-up trash has become, here is another apartment complex in (노형동) Nohyeong-dong, Jeju City.

The fire doors in this building can prevent fire and toxic gases from spreading too quickly, but if they can’t close, then a growing fire can easily cause many casualties.

The Jeju Fire Safety Headquarters is offering rewards to people who report blocked fire exits or evacuation routes in buildings.
They pay 50,000 won for reports of illegal situations, like blocked emergency exits or improperly-managed fire facilities.

And even though there has been a slight increase this year, the usefulness of the policy has been fading due to low participation.

If evacuation or fire-prevention facilities are damaged or modified, or if junk has piled up in evacuation passages, it can lead to deaths. In November - fire awareness month - we will strengthen our public reward policy for reporting blocked exits.

Emergency fire exits, stairwells, and facilities are in place for our own safety, but in order to be at all useful they must remain serviced and clear.




비상구에 '가구 떡하니'…신고포상제는 미지근


제주시내 한 복도형 아파트입니다.

계단으로 이어지는 통로에
폐가전제품과 가구 등이 쌓여 있습니다.

또 다른 통로에는
쓰다 버린 문짝과 박스, 휴지통 등이 놓여 있습니다.

이들 통로는 모두 비상문으로 사용돼
위급 상황이 발생할 경우
쌓인 물건들이 이동에 제약을 줄 수밖에 없습니다.

상황이 심각해지자 해당 아파트는 이달 말까지
복도, 계단 내 적치물을 치우기 위한 정리기간까지
운영하고 있습니다.

제주시 노형동의 또 다른 아파트도 상황은 비슷합니다.

방화문은 화재 발생에 따른 화염과 유독가스를 주변으로
확산되는 것을 방지하기 때문에
열린 채로 고정되면 커다란 인명피해로
이어질 수 있습니다.

제주도 소방안전본부는
이 같은 불법행위를 막기 위해
비상구 신고포상제를 운영하고 있습니다.

비상구 폐쇄나 소방시설 차단 등
불법행위를 신고하면
한건에 5만원의 포상금을 지급하는 제도입니다.


하지만 비상구 신고포상제 신고 건수는
2019년 29건, 2020년 34건, 2021년 41건
올해 9월 기준 42건 등 연평균 36건 수준에 그치고 있습니다.

소폭의 증가세를 보이고 있지만
여전히 시민 참여가 저조해
제도 도입 취지가 퇴색되고 있습니다.

피난·방화시설을 훼손 또는 변경하거나 피난 통로에 적치물을 쌓았을 경우 화재 등 상황에서 대피가 어려워 많은 사상자가 발생할 수 있습니다. 이번 11월 불조심의 달을 맞이해 비상구 신고포상제에 대해 홍보를 강화하고 위법 행위에 대한 단속도 계속적으로 추진할 예정입니다.

철저한 시민 의식과 함께 강력한 단속이 필요해 보입니다.
