An inspection team raids a dog farm in Jeju City.
The increased social interest in animal welfare has prompted the first such on-site inspection by the province, the Provincial Police Agency, and Jeju and Seogwipo cities.

From the inspection of the 28 registered dog farms, 37 illegal activities were discovered at 24 farms, which is a rate of 86 percent.
One farm in Jeju City was found just 300 meters from a nationally designated cultural property of a Historical, Cultural, Environmental Preservation Area.

Animal farms are not allowed in this kind of conservation area.
The farm, with about 300 dogs, has operated for more than a decade without a construction completion certificate.

The same farm allegedly used leftover food from restaurants as feed without reporting the recycling of food waste, and illegally stored manure in the area around the farm.

Since the farm is near the Historical, Cultural, Environmental Preservation Area, it is required to undergo an environmental impact assessment. After a successful assessment, the farm can apply for a construction completion certificate. Due to the restrictions, the farm was not able to get the certificate.

A dog farm in Seogwipo reported that it would operate 27 units, but it actually has 99 units, and did not report changes on the condition of its manure discharge facility.
From the on-site inspection, most of the illegal cases were violations of the Building Act, and some were found to have failed to comply with the Livestock Manure Management Act and the Waste Management Act.

The Jeju Provincial Police Agency will book and investigate owners of three farms where serious illegal activities have been detected.

Local authorities claim that there were no cases of animal abuse, such as injuries or starvation, found during the inspection.

In Jeju Island, the slaughtering of dogs is currently carried out at a facility separate from breeding farms.
But the province says it is difficult to crack down on the use of dogs as food because there are no regulations governing how they are slaughtered.





보존지역서 사육…개 농장 불법행위 수두룩


제주시 지역 한 개 사육농장에 점검반이 들어섭니다.

동물복지에 대한 사회적 관심이 높아지면서
제주도와 자치경찰단, 행정시가
첫 현장 점검에 나선 것입니다.

사육농장 28곳을 대상으로 점검을 벌인 결과
86%인 24곳에서
37건의 불법행위가 적발됐습니다.

제주시 한 농장은
300m 인근에 국가지정문화재가 위치해
역사문화환경 보존지역에 포함됐습니다.

이로 인해 가축사육 시설이 제한되지만
시설 준공검사를 받지 않은 채
10년 넘게 개 300여 마리를 불법 사육한 혐의를 받고 있습니다.

해당 농장은
음식폐기물 재활용 신고를 하지 않고
식당에서 먹다 남은 음식물을 사료로 쓰는가 하면
사육장 주변에
배설물 등 퇴비도 불법 보관한 혐의도 받고 있습니다.

역사문화환경 보존지역에 해당되기 때문에 환경영향평가를 받아서 이상이 없으면 사육해도 되는지에 대해서 준공검사를 제출해야 되는데 이런 제한사항 때문에 해당 농장에서는 준공검사를 받지 못했던 것이고...

서귀포시의 또 다른 농장은
견사 27개동을 운영하겠다며 신고했지만
실제로는 99개동에 이르렀고
가축분뇨 배출시설 변경신고를 하지 않은 것으로 나타났습니다.

점검 결과 건축물 위반 혐의가 대다수였으며
가축분뇨법,
폐기물관리법을 지키지 않은 경우도 여럿 확인됐습니다.

자치경찰단은
중대한 불법행위가 적발된 농장 3곳에 대해서는
농장주를 입건해 수사할 방침입니다.

다만 이번 점검에서
상해를 입히거나 굶주리게 하는 등
동물 학대 사례는 확인되지 않았다는게 행정당국의 주장입니다.

개 도축이 이뤄지고 있지만
식용 개에 대한 도축 관련 규정이 없어
단속에 어려움이 있다고 밝혀 한계를 보이고 있습니다.
