Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • 70% Realized their Plans to Visit Jeju 7 out of 10 people who planned to travel to Jeju last summer actually made it to the island. Jeju province and Jeju National Tourism Organization (KNTO) conducted a survey targeting 905 people out of 1,000 who said they were planning to travel to Jeju during the summer season in July. 69.5% of the respondents actually visited Jeju. The average stay of travel was 3.8 days, and the average spending per person was 523,000 won, excluding airfare. At 11.7%, (강원도) Gangwon-do province was the most visited location for those who chose elsewhere to visit. 여름철 제주여행 계획 세웠던 70%가 실제 방문 지난 여름 제주여행을 계획했던 10명 중 7명이 실제 제주를 여행한 것으로 조사됐습니다. 제주도와 제주관광공사가 지난 7월 여름시즌 제주여행 계획이 있다고 답한 1천명 중 905명을 대상으로 실행 여부를 조사한 결과 실제 제주를 방문한 응답자는 69.5%로 나타났습니다. 제주여행의 체류기간은 평균 3.8일, 1인당 지출 비용은 항공료를 제외하고 평균 52만3천원으로 조사됐습니다. 제주도 대신 타 지역 여행을 다녀온 응답자는 11.7%로 가장 많이 방문한 여행지는 강원도가 꼽혔습니다.

  • Jeju's Living Wage Below National Average The living wage of Jeju is falling behind the national average by day and the gap continues to widen. According to lawmaker (용혜인) Yong Hye-in, a member from National Assembly's Security and Public Administration Committee and the Basic Income Party, Jeju's living wage was the highest among 11 cities and provinces when it was first introduced back in 2017 but began to fall below the average in 2020, and the amount announced the following year was 11,075 won, 192 won lower than the national average. In the case of Jeju, the average annual growth rate was 4.7% after 2017, while the national average was 6.8%.   • DUI and Hit-And-Run Cases Increase The number of hit-and-run incidents caused by driving under the influence of alcohol have been increasing in Jeju each year. According to lawmaker (용혜인) Yong Hye-in, a member of the Security and Public Administration Committee of the National Assembly and the Basic Income Party, drunk driving in hit-and-run crashes occurred in Jeju increased by 48% from 395 in 2018 to 586 the previous year. The death toll from drunk and hit-and-run accidents also quadrupled from 3 in 2018 to 12 last year. Lawmaker Yong stressed the need for tailored measures to be taken as the risk of accidents will increase with more tourists on the island. Yong also pointed out that more than half of the hit-and-drive rental car accidents were caused by people in their 20s. 제주 음주·뺑소니 교통사고 증가세…사망자 급증 제주지역 음주 뺑소니 교통사고가 매년 늘고 있는 것으로 나타났습니다. 국회 행정안전위원회 기본소득당 용혜인 의원에 따르면 제주에서 발생한 음주 뺑소니 교통사고는 지난 2018년 395건에서 지난해 586건으로 48% 증가했습니다. 음주 뺑소니 사고로 인한 사망자도 2018년 3명에서 지난해 12명으로 4배 급증했습니다. 용혜인 의원은 관광객 증가로 앞으로 음주 뺑소니 사고 위험이 더 커질 수 있고 특히 제주지역 렌터카 음주운전의 절반이 20대에서 발생하고 있다며 맞춤형 대책을 마련해야 한다고 강조했습니다.

  • More Illegal Dog Mills Found on Jeju Illegal activities of dog farms in the province have been revealed. The province stated that 24 farms were detected to be operating illegally after the first site inspection was held on 28 dog farms. A breeding farm in the city has been designated as a historical and cultural preservation area, restricting livestock breeding facilities, but it was found to have illegally bred 300 dogs. Illegal activities include feeding the animals with leftover food without any reporting done on recycling food waste and non-compliance with reporting of changes to discharge facilities for livestock manure, just to name a few. The autonomous police plan to charge and investigate three locations where serious illegal activities were found. 도내 대부분 개 사육농장 불법행위 '수두룩' 제주도내 개 사육농장 대부분에서 불법행위가 드러났습니다. 제주도는 개 사육농장 28곳을 대상으로 관계부서 첫 현장 점검을 벌인 결과 24곳에서 불법행위가 적발됐다고 밝혔습니다. 제주시에 있는 한 사육농장은 역사문화환경 보존지역으로 지정돼 가축사육시설이 제한되지만 300여 마리의 개를 불법으로 사육해온 것으로 확인됐습니다. 또 음식폐기물 재활용 신고 없이 음식물 잔반을 사료로 쓰는가 하면 가축분뇨 배출시설 변경신고를 이행하지 않는 등의 불법행위가 잇따라 적발됐습니다. 자치경찰단은 중대 불법행위가 적발된 3곳에 대해서는 입건해 수사를 진행할 방침입니다.

  • Expansion of Jeju Airport Facilities Governor (오영훈) Oh Young-hoon acknowledged the need for an additional airport on the island. Regarding some pending issues raised during an audit done by the Security and Public Administration Committee of the National Assembly, Governor Oh stated that an expansion of its facility is necessary and that an expansion of the current airport is not feasible. When asked about his thoughts on moving ahead with the second airport, he avoided a direct answer. He also stated he hasn’t yet met with the Central Government nor with Minister (원희룡) Won Hee-ryong to discuss on the 2nd airport, but has plans to in the near future. "공항시설 확충 필요하지만 현 공항에서는 한계" 오영훈 지사가 제주 제2공항의 필요성을 사실상 인정했습니다. 국회 행정안전위원회의 제주 국정감사에서 제주 제2공항과 관련한 현안을 묻는 질문에 오 지사는 현재 공항시설 확충이 필요하다고 본다며 다만 현 공항에서의 확충은 어렵다고 본다고 말했습니다. 결국 2공항 추진을 염두에 둔 게 아니냐는 질의에 다른 방법도 있다며 즉답을 피했습니다. 또 2공항과 관련한 정부와의 소통 질문에 오영훈 지사는 아직 원희룡 장관과 만나보지 못했지만 조면간 이뤄질 가능성이 있다고 밝혔습니다.

  • An inspection team raids a dog farm in Jeju City. The increased social interest in animal welfare has prompted the first such on-site inspection by the province, the Provincial Police Agency, and Jeju and Seogwipo cities. From the inspection of the 28 registered dog farms, 37 illegal activities were discovered at 24 farms, which is a rate of 86 percent. One farm in Jeju City was found just 300 meters from a nationally designated cultural property of a Historical, Cultural, Environmental Preservation Area. Animal farms are not allowed in this kind of conservation area. The farm, with about 300 dogs, has operated for more than a decade without a construction completion certificate. The same farm allegedly used leftover food from restaurants as feed without reporting the recycling of food waste, and illegally stored manure in the area around the farm. Recording Ko Jeong-geun / Representative, Jeju Provincial Police Agency Since the farm is near the Historical, Cultural, Environmental Preservation Area, it is required to undergo an environmental impact assessment. After a successful assessment, the farm can apply for a construction completion certificate. Due to the restrictions, the farm was not able to get the certificate. A dog farm in Seogwipo reported that it would operate 27 units, but it actually has 99 units, and did not report changes on the condition of its manure discharge facility. From the on-site inspection, most of the illegal cases were violations of the Building Act, and some were found to have failed to comply with the Livestock Manure Management Act and the Waste Management Act. The Jeju Provincial Police Agency will book and investigate owners of three farms where serious illegal activities have been detected. Local authorities claim that there were no cases of animal abuse, such as injuries or starvation, found during the inspection. We will actively cooperate with the police, and related departments and agencies, to prevent animal abuse. In Jeju Island, the slaughtering of dogs is currently carried out at a facility separate from breeding farms. But the province says it is difficult to crack down on the use of dogs as food because there are no regulations governing how they are slaughtered. 보존지역서 사육…개 농장 불법행위 수두룩 제주시 지역 한 개 사육농장에 점검반이 들어섭니다. 동물복지에 대한 사회적 관심이 높아지면서 제주도와 자치경찰단, 행정시가 첫 현장 점검에 나선 것입니다. 사육농장 28곳을 대상으로 점검을 벌인 결과 86%인 24곳에서 37건의 불법행위가 적발됐습니다. 제주시 한 농장은 300m 인근에 국가지정문화재가 위치해 역사문화환경 보존지역에 포함됐습니다. 이로 인해 가축사육 시설이 제한되지만 시설 준공검사를 받지 않은 채 10년 넘게 개 300여 마리를 불법 사육한 혐의를 받고 있습니다. 해당 농장은 음식폐기물 재활용 신고를 하지 않고 식당에서 먹다 남은 음식물을 사료로 쓰는가 하면 사육장 주변에 배설물 등 퇴비도 불법 보관한 혐의도 받고 있습니다. <싱크 : 고정근 / 제주도 자치경찰단 수사과장> 역사문화환경 보존지역에 해당되기 때문에 환경영향평가를 받아서 이상이 없으면 사육해도 되는지에 대해서 준공검사를 제출해야 되는데 이런 제한사항 때문에 해당 농장에서는 준공검사를 받지 못했던 것이고... 서귀포시의 또 다른 농장은 견사 27개동을 운영하겠다며 신고했지만 실제로는 99개동에 이르렀고 가축분뇨 배출시설 변경신고를 하지 않은 것으로 나타났습니다. 점검 결과 건축물 위반 혐의가 대다수였으며 가축분뇨법, 폐기물관리법을 지키지 않은 경우도 여럿 확인됐습니다. 자치경찰단은 중대한 불법행위가 적발된 농장 3곳에 대해서는 농장주를 입건해 수사할 방침입니다. 다만 이번 점검에서 상해를 입히거나 굶주리게 하는 등 동물 학대 사례는 확인되지 않았다는게 행정당국의 주장입니다. <싱크 : 김은주 / 제주도 동물방역과장> 반려동물 복지에 대한 국민적 관심이 굉장히 높은 상황에서 동물학대 사건이 발생하지 않도록 자치경찰과 실무부서, 유관기관 등 부서간 협의체를 적극적으로 가동을 해서 선제적으로 대응해 나가겠다는 말씀을 드리고... 제주도는 사육농장이 아닌 별도 시설에서 개 도축이 이뤄지고 있지만 식용 개에 대한 도축 관련 규정이 없어 단속에 어려움이 있다고 밝혀 한계를 보이고 있습니다.

Currently, beer barley produced in Jeju amounts to 7,100 tons, accounting for 30 percent of the nation's production. 맥주보리 우량종자 4.5톤 공급…600ha 갱신 제주도농업기술원이 농협경제지주 제주지역본부에 맥주보리 원종 4.5톤을 공급했습니다. 공급된 맥주보리 원종은 농협 채종포에서 보급종을 생산해 농가에 나눠주게 됩니다. 이번 공급으로 600헥타아르 면적에 대해 우량 종자로 갱신할 것으로 예상됩니다. 현재 제주에서 생산된 맥주보리는 7천 100톤으로 전국 생산량의 30%를 차지하고 있습니다.
