Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • No Compensation for Energy Overflow Despite growing calls for compensation due to energy overflow of new and renewable energy, the Korea Electric Power Corporation (KEPCO) concluded it will not take responsibility. According to assessments done last year by the National Assembly, KEPCO concluded that it will not compensate for the loss based on results from the compensation policy regarding New and Renewable Energy. Meanwhile, Jeju Energy Corporation forecasts that by the year 2034, the over-generation of energy will cause more than 320 cases of generation curtailment and cause 500 billion won worth of annual loss. ."한전, 신재생에너지 전력 과잉 손실 무보상 결론" 신재생에너지 전력 과잉에 따른 손실 보상 요구가 커지는 가운데 한전이 보상 책임이 없다는 결론을 내렸습니다. 국회 국감 자료 등에 따르면 한전이 지난해 실시한 '신재생발전기 출력제어 보상 정책 연구 용역' 결과 가동 중단에 따른 손실에 대해서는 보상을 하지 않는다는 결론이 내려진 것으로 알려졌습니다. 한편 제주에너지공사는 신재생에너지에 의한 전력 과잉 생산으로 2034년이면 출력제어 횟수가 연간 320회가 넘고 이로 인한 손실액은 5천 억 원에 이를 것으로 예측했습니다.

INTERVIEW Lee Deok-yun / Head, Hallabong Research Society in Western Jeju We get together once a month to share information on pests and farming issues. The study group has been quite successful. The research group gathers once a month to discuss new agricultural techniques and share information with each other, and develop competitiveness. The Western-Jeju Agricultural Research and Extension Service joins the meeting every two months to technically support their farming and give field training. More than 30 Hallabong growers have gathered to study for about a decade. Their tireless research and information sharing actually led to income growth. The prices for the fruit produced from farms of the group members are set higher than other parts of the island. In addition to the Hallabong research group, the Western-Jeju Agricultural Research and Extension Service runs 18 different research societies by crop. The service is continuously fostering the development of professional farmers through the systematic operation of the research groups and technical support. "명품 과일 생산" 공부하는 연구회 한라봉을 재배하는 농업인들이 한자리에 모였습니다. 가을철 전정과 온도관리, 물관리 방법에 대해 이야기를 나눕니다. 햇빛을 방해하는 가지를 제거하고 양분을 소모하는 어린순을 잘라내는 전정 작업도 직접 해봅니다. 한라봉 재배관리 역량을 강화하기 위해 조성된 연구회입니다. <인터뷰 : 이덕윤/서부한라봉연구회 회장> "서로 병충해라든가 이런 걸 (논의하기 위해) 계속 한 달에 한 번씩 모이니까 정보교환이 되는 거죠 이제는. 그래서 우리 농가들 수준이 (올라서) 거의 비슷합니다 지금은." 한달에 한번 모여 새로운 농업기술에 대해 논의하고 서로 정보를 공유하며 경쟁력을 키워갑니다. 농업기술원에서도 두달에 한번씩 현장에 찾아가 전문 기술보급과 재배관리 교육을 지원합니다. 오랜 시간 한라봉을 재배해온 농업인 30여 명이 모여 연구를 해온지 10여 년. 끝없는 고민을 통한 연구를 이어오다보니 실질적인 소득 향상 효과로 이어지고 있습니다. <인터뷰 : 양정원/서부농업기술센터 기술보급팀장> "한라봉연구회를 함으로써 우리 품질이 다른 데보다 상당히 맛있게 생산하고 있습니다. 그래서 가격도 다른 지역보다는 좀 더 좋게 받고 있는 실정입니다." 서부농업기술센터는 한라봉 외에도 18개 작목별 농업인연구회를 운영하고 있습니다. 앞으로도 체계적인 운영과 기술 지원을 통한 전문농업경영인 육성에 나설 계획입니다.

  • Former Village Head Charged for Fraud The Jeju Dongbu Police is investigating a former village head who is in his 60s on charges of counterfeit and for discounting land sales to his family and acquaintances. The police said the defendent was accused of forging meeting minutes for the town's general assembly in 2015 and 2016, and for selling more than 1,200 square meters of land to four people, including his wife and acquaintances. The land is adjacent to the road, and the market price per 3.3 square meters is 1.5 million won but sold at 160,000 won. 문서 위조 마을 땅 헐값 매각 전 이장 입건 제주동부경찰서는 문서 등을 위조해 마을 땅을 가족과 지인에 헐 값에 팔아 넘긴 혐의로 60대 전 마을 이장을 입건해 조사하고 있습니다. 경찰에 따르면 해당 이장은 재임 중이던 지난 2015년과 2016년에 마을 총회 의사록 등을 위조한 뒤 마을 소유 땅 1천 2백여 제곱미터를 아내와 지인 등 4명에게 판 혐의를 받고 있습니다. 해당 토지는 도로와 인접해 3.3제곱미터당 시세가 150만 원에 달하지만 이장은 지인들에게 16만 원에 매각한 것으로 알려졌습니다.

  • More Speeding Tickets Issued on Jeju With the introduction of safety speed policies, the number of speeding incidents is increasing each year. According to Lawmaker (박성민) Park Sung-min of the People's Power Party, the number of speeding detections in Jeju has increased year on year, with 185,000 in 2019, 222,000 in 2020, and 315,000 last year. During the same period, a total of 109 speeding traffic accidents were counted including 20 casualties and 210 people getting hurt. Park said the number of crackdowns has greatly increased since the implementation of the 5030 campaignes last year, and also stressed the need for preventive measures to be heightened. 안전속도 도입 영향 과속 적발 매년 늘어 안전속도 정책이 도입되면서 과속 단속 건수도 해마다 늘고 있습니다. 국민의힘 박성민 의원에 따르면 경찰의 제주지역 과속 적발 건수는 지난 2019년 18만 5천 건, 2020년 22만 2천 건, 지난해 31만 5천 건으로 매년 늘고 있습니다. 같은 기간 발생한 109건의 과속 교통사고로 20명이 숨지고 210여 명이 다쳤습니다. 박 의원은 안전속도 5030이 시행된 지난해부터 단속 건수가 크게 늘었다며 단속과 함께 예방 대책도 필요하다고 강조했습니다.

  • JNU's Dropout Increases The number of students who withdraw from Jeju National University (JNU) is increases each year. According to lawmaker (이태규) Lee Tae-kyu's report on dropouts from national universities nationwide, JNU recorded 363 students last year which is 73 more from 290 students recorded five years ago. The ratio of dropouts of freshmens has alsoincreased from 12.7% to 16.1%. The highest rate of dropout among national universities in the country was Jeonbuk National University, accounting for 25.6%. 제주대학교 자퇴생 해마다 증가…지난해 16.1% 제주대학교 자퇴생이 해마다 증가하고 있는 것으로 나타났습니다. 국회 이태규 국회의원이 전국 지역 거점국립대로부터 제출받은 자퇴생 현황 자료에 따르면 제주대학교는 지난해 363명을 기록해 5년 전 290명과 비교해 73명 증가했습니다. 신입생 대비 자퇴생 비율로 12.7%에서 16.1%로 크게 늘었습니다. 전국 지역 거점국립대 가운데 자퇴생 비율이 가장 높은 곳은 전북대학교로 25.6%를 보였습니다.

According to lawmaker (정일영) Chung Il-young of the Democratic Party of Korea of the National Assembly's Trade, Industry, Energy, SMEs and Startups Committee, as of last year, the average distribution rate of urban gas nationwide, excluding metropolitan areas such as Seoul, Incheon, and Gyeonggi, was at 76.9%. 9 cities were below the average, and especially Jeju remained at the bottom with 11.7%. Second after Jeju was Gangwon Province, with 54.1%. Thus the gap between the two regions is much more than 40% points.   • Another Big Step with 0.5% Rise Following July, the Bank of Korea (BOK) took another big step with a 0.5 percentage point increase on the base rate. As a result, the key rate has increased from 2.5% to 3%. It is the first time since October 2012 that the base rate has jumped to 3% and for the rate to increase five times in a row since April. According to the Jeju headquarters of BOK, the balance of household loans as of July was at 17 trillion won.   • Seogwipo Port Likely to Welcome Vessels Soon This is the passenger terminal at Seogwipo Port which was newly built back in June 2012. The facility has been closed for years. The port has welcomed no vessels since its completion. But recently there are signs of change. A shipping company, which has the right to operate the ferry terminal, expressed its willingness to begin service between Seogwipo and a port on the mainland. The facility is currently under repair. Aging and damaged floors and ceilings that weren’t properly managed have been replaced. Sections of the terminal that were built a decade ago but no longer usable were demolished, and a facility for a convenience store has been newly added. The shipping company is planning to complete the repair work before the end of the year, and consult with the province on its business plan. INTERVIEW Kim Tae-heon / Representative, H Shipping company We are making efforts to ensure that our new service will vitalize the tourism industry and boost the local economy. From this perspective, we will be in consultation with the province. The ferry terminal at Seogwipo Port was built in 2012 with a total floor area of 663 square meters. It was to handle passenger ships between Seogwipo Port and (녹동) Nokdong Port in (고흥) Goheung-gun, South (전라) Jeolla Province. The shipping company poured about 1.2 billion won into the facility, and Seogwipo City spent about 300 million won to create parking lots. However, the reasons for past failures loom large. The province and the shipping company have yet to agree on fuel subsidies. Other issues and tragedies of the previous decade, such as the sinking of the Sewol ferry, and drops in passenger numbers due to MERS and the THAAD crisis, remain fresh in people’s minds. All eyes will be on whether the revived passenger terminal at Seogwipo Port will encounter calm or stormy conditions going forward. 서귀포항 여객터미널, 10년 만에 활용방안 찾나 지난 2012년 6월 지어진 서귀포항 여객선터미널. 수년째 문이 굳게 닫힌 채 운영되지 않고 있습니다. 준공된 이후 단 한 차례의 여객선 취항도 이뤄지지 않으면서 무용지물 신세로 전락했습니다. 하지만 최근 변화의 조짐을 보이고 있습니다. 여객선터미널 운영권을 갖고 있는 해운사가 사업 추진 의지를 밝히며 시설 보수공사에 나선 것입니다. 관리 손길이 미치지 않아 노후화됐던 바닥과 화장실을 비롯해 물이 새던 천장까지 새롭게 교체됐습니다. 10년의 세월이 흐르면서 필요가 없어진 부대시설들은 철거됐고 한편에는 편의점이 들어섰습니다. 해당 해운사는 올 연말까지 시설 공사를 마무리하고 본격적인 여객선 취항을 목표로 제주도와 협의에 나설 예정입니다. 여객에 대한 사업 추진 부분들을 우리가 하나하나 도와 협의를 해서 여객이 진행되면 우리 서귀포항이 관광 활성화 명분이나 지역경제 시너지 효과가 조금이라도 있을 수 있도록 노력을 하고 있으니깐 (많은 관심과 격려 부탁드린다.) 당초 서귀포항 여객선터미널은 서귀포항과 전라남도 고흥군 녹동항을 오가는 여객선 취항을 위해 연면적 663㎡ 규모로 지어졌습니다. 해당 해운사가 12억원 가량을 투자했고 서귀포시에서도 약 3억원을 들여 주차장 등을 조성했습니다. 그럼에도 유류비 지원 문제로 해당 여객선 취항이 무산되고 이후에 세월호 참사와 메르스, 사드 사태 등으로 사업성이 떨어지면서 여객선 유치에 번번이 실패했습니다. 10년동안 활용되지 못하며 애물단지 신세로 전락했던 서귀포항 여객터미널이 뒤늦게나마 제역할을 찾을 수 있을 지 주목되고 있습니다.
