Discriminatory School Uniform Grants

There are 18,800 third graders enrolled at local middle schools in Jeju.
Next year, they will receive high school uniform grants regardless of parental income.
The grants are between 300,000 and 400,000 won per person. This grant definitely reduces the burden on parents.

However, dozens of students of Jeju citizenship are not eligible for the grants.

Parents of students who have successfully passed the admission test for a hypercompetitive school in (부산) Busan are embarrassed by the provincial education office's explanation that their child is not eligible for the school uniform grants because the school is not in Jeju.
Meanwhile, students who move from overseas and the mainland are eligible for the grants.

The provincial education office says that school uniform grants will not be offered just because the school is not in Jeju. I think this is discriminatory.

Actually, 76 Jeju students, on average, leave the island for their high school education.

Most Jeju students leaving the island end up with no grants offered as many cities and provinces on the mainland don't have a scheme for a school uniform fund.

75 Jeju students leave the island for high school education every year on average. Students leaving for cities and provinces don't have a legal basis for offering the school uniform grants and cannot receive the grants.

Meanwhile, in (울산) Ulsan, students who leave the city for high school education are included in the beneficiary list for school uniform grants.
As the provincial office of education has expressed its willingness to improve the school uniform fund scheme to not leave any Jeju student behind in terms of educational welfare, dozens of local students are paying attention to whether the beneficiary scope will expand.


교복비 지원 '사각지대'…"같은 제주학생인데..."

현재 제주지역의 중학교 3학년은 1만 8천 8백 여명.

이들이 고등학생이 되는 내년에는
부모 소득에 관계없이 교복비를 지원받게 됩니다.

지원금 규모는 한 명당 30만원대로
신입생을 둔 학부모들의
입학 준비 부담을 덜어주고 있습니다.

하지만 이 같은 교복 지원에서 배제되는
사각지대에 놓인 학생들도 적지 않는 것으로 나타났습니다.

전국의 수재들이 몰린다는
부산의 한 영재고에 합격한 A군의 학부모는
제주에 있는 고등학교가 아니라는 이유로
교복비 지원 대상이 아니라는
교육당국의 설명에
당혹감을 감추지 못하고 있습니다.

다른 지역은 물론
해외에서 전학 오는 신입생들도 지원되는 상황이기 때문입니다.

학교가 제주도가 아닌 타 시도에 있다는 이유만으로 교복 지원을 할 수가 없다는 이야기를 들어서 이거는 좀 역차별이 아닌가라는..
실제로 영재고를 비롯해
예체능고 등 다른 지역에 있는 고등학교에 진학하는
제주 학생은
올해에만 75명으로
매년 평균 70명이 넘습니다.


신입생에게 교복비를 지원하지 않는 지자체가 많아
상당수 학생들이
사실상 교복비 지원을 받지 못하고 있습니다.

평균 한 75명 정도가 타 시도의 고등학교에 진학하고 있습니다.
그렇지만 타 시도에서 교복 구매 지원에 대한 조례가 있는 시도에서는 지원을 받을 수 있지만 지원 조례가 없는 시도에서는 교복비 지원을 받지 못하고 있는 그런 실정이기 때문에...

현재 울산의 경우
지역 내 학교를 벗어나
다른 지역으로 진학하는 경우에도 교복비를 지원하고 있습니다.

이에 대해 제주교육당국도
교육 복지의 사각지대를 최소화할 수 있도록
제도 개선 의지를 밝히고 있어
교복 지원 대상이 확대될 지 관심을 모으고 있습니다.
