Unmanageable Illegal Fishing Nets

That is a large illegal drift net that hangs vertically in the water column, found 150 kilometers southwest of (차귀도) Chagwido Island.

The Korea Coast Guard has cut four frames of illegal drift nets and released five tones of fish.

Chinese fishing boats have allegedly installed drift nets, but it is difficult to identify the perpetrator.


Even in China, fishing boats with drift nets are called invincible ships due to the characteristics of guerrilla operations that cross Korean waters at night or in the face of bad weather.

Moreover, drift nets can be installed and then collected without a trace, making it difficult to know the exact size of the installation or damage to the domestic fishing industry.

In fact, out of the 30 frames that have been recently discovered through patrols, 26 disappeared within a week and four frames were removed by the Korea Coast Guard.
Many seem to have been taken back due to the crackdown.

There is a possibility of collection or loss in the event of bad weather. To stop illegal fishing operations, we are taking strong measures through additional deployment of large patrol vessels and special crackdowns.


It's not a simple task to handle extra long drift nets when detected.

Currently, the Ministry of Oceans and Fisheries is in charge of removal of illegal drift nets.
But most of the illegal nets are longer than 250 meters, and some of them cannot be salvaged due to their weight.

In April, about 60 frames of illegal drift nets were found in waters 185 kilometers west of Jeju, but only 40 frames were removed and the rest haven’t been collected.


The budget of 450 million won, which was allocated to the fishing net removal work this year, has been used up. Future plans cannot be drawn up.
As a result, even if illegal nets are found, Chinese fishing boats can collect the fish in the nets.

With the operation of drift nets expected to be rampant in winter, it seems necessary not only to crack down and remove them, but also to take measures at the government level to eradicate illegal operations.

차귀도 남서쪽 150km 해상에서 발견된 대형 범장망 제거 작업입니다.

해경은 지금까지 범장망 네 틀을 절단해
어류 5톤을 바다로 돌려보냈습니다.

현재까지 중국 어선이 설치한 것으로만 파악될 뿐
누가 불법 조업을 했는지 소재를 알기는 어렵습니다.

중국에서도 범장망 어선은
무적선으로 정체 불명인데다

야간이나 기상 악화를 틈타 우리나라 해역을 넘는
게릴라 방식의 조업 특성 때문입니다.

더구나 설치한 뒤 이미 수거해 갔을 가능성도 높아
정확한 설치 규모나 조업 피해를 알기도 어렵습니다.

실제 이번에도 순찰을 통해 확인된 30여 틀 가운데 해경이 제거한
네 틀을 제외한 나머지는 일주일 사이 사라졌습니다.

상당수는 단속을 피해 되가져갔을 가능성이 높습니다.

기상 악화 시 일부 유실 또는 수거 가능성도 있을 것으로 보입니다.
불법 범장망 조업의 심각성을 인지하고 예방하기 위해서 대형 경비함정 추가 배치 및 특별 단속을 통해서 강력히 조치한다는 방침입니다.


발견된 범장망을 처리하는 것도 쉽지 않습니다.

현재 범장망 철거는 해양수산부가 전담하는데
길이만 250미터가 넘는데다 수 톤의 무게 때문에
인양을 못하는 경우도 있습니다.

지난 4월, 제주도 서쪽 185km 해상에서도
범장망 60여틀을 발견했지만
40여틀만 철거하고 나머지는 수거하지 못했습니다.


올해 책정됐던 예산 4억 5천만 원도
동이나 제주지역 범장망 철거 일정 조차 잡히지 않은 상황입니다.

발견 됐어도 제때 처리를 못해
다시 중국어선이 수거해 가는 악순환이 반복될 수 있다는 겁니다.

겨울철 범장망 조업이 기승을 부릴 것으로 예상되는
가운데 단속과 철거 대책 뿐 아니라 불법 조업 근절을 위한
정부 차원의 대응도 필요해 보입니다.
