Tighter Rules for Electric Scooters


The number of personal mobility devices such as electric scooters is rapidly increasing due to their convenience in short-distance use.


As of 2022, four personal mobility vehicle rental businesses were registered in Jeju, and the number of registered personal transporters topped 3,000.


However, accidents have resulted from personal mobility vehicles suddenly popping out into the road or onto sidewalks, prompting the nickname of "buster", and users sometimes park their transporters irresponsibly, prompting complaints.

To solve these issues, the province has come up with a number of new measures.


Eighty parking lots for personal mobility vehicles will be newly built on unused land and at bicycle stands across the island by the end of this year.


The province plans to add safety signs and road markings on bicycle lanes to clarify areas where personal transporters can be operated and areas where their use is prohibited.

As the current law prohibits riding of personal mobility vehicles on sidewalks, the province will designate pedestrian-only sections, and crack down on violations.

The safety of pedestrians and personal mobility vehicle users is our priority. The recent measures also clarify that users of the personal transporters should have a driver's license.

If relevant laws, which include regulations on unauthorized parking of personal transporters, are revised in the first half of this year, it is expected that personal mobility vehicles will also be subject to towing in cases of illegal parking.





전동 킥보드 관리 강화…"불법 주차시 견인"


전동 킥보드 등 개인형 이동장치는
단거리 이용에 편리하다는 장점으로
이용자가 급증하고 있습니다.

지난해 기준
제주에서는 모두 4곳의 전동킥보드 대여 업체가 운영중이고
등록 댓수만 3천대에 이르고 있습니다.

하지만 도로나 인도로 갑자기 튀어나와 사고를 유발시키며
이른바 퀵라니라는 오명을 얻는가 하면,
이곳 저곳에 아무렇지 않게 세워두면서 민원을 야기하고 있습니다.

제주도가 이 같은 문제 해결을 위해 방안을 마련했습니다.

우선, 무단 방치 문제를 해소하기 위해
전용 주차 구역을 조성하기로 했습니다.

자투리 주차 공간이나
자전거 거치대 등을 활용해 올해 말까지 80곳을 마련할 예정입니다.

자전거 도로 등에 안전표지와 노면 표시를 확충해
개인형 이동장치가 주행할 수 있는 구간과
통행 금지 구간도 명확히 할 계획입니다.

현행법에서는
개인형 이동장치의 인도 주행을 금지하고 있는 만큼
보행자 안심 구간을 설정해
단속을 집중할 방침입니다.

우선은 보행자 안전, 그리고 이용자의 이용 안전. 그리고 법적으로 면허를 갖고 운전해야 하는데 면허 없이 운전하는 부분 등을 해결하고자 이같은 계획을 마련했습니다.

올해 상반기에
개인형 이동장치 무단 주정차 관리 내용을 담은
관련법이 개정되면
불법 주정차할 경우 견인 조치도 가능해질 전망입니다.
