Underachieving Guest House Safety Certification System
This is a guest house located on the coastal area of Jeju City.
It has been open for over 10 years and recently applied for the Rural Guesthouse Safety Certification.
Until now, the owner did not feel the need for the certification because the awareness of the certification system was low and the benefits were limited.
Through house renovation and CCTV installation, the guest house naturally has met the requirements of the certification and joined the system.

Although we completed the requirements, there were limited benefits and support available, so many guest house owners just thought they would apply during the training session but ended up not doing so.
Although the Rural Guesthouse Safety Certification was first introduced in Jeju in 2018 and this year marks its fifth year of implementation, it is still difficult to find places that have joined the certification system.
Currently, out of 5,350 rural guest houses in Jeju, only 148 businesses, or 2.8 percent, have obtained the safety certification.
Looking at the certification rate by region, Jeju City is at 2 percent, and Seogwipo City is at 4.4 percent.
The province introduced the Safety Certification System for rural guest houses to prevent safety accidents and crime and to enhance competitiveness of the businesses.
The certification system provides valid certification for two years by conducting various safety evaluations for guesthouses that have been operating for more than six months. CCTV installation is one of the criteria.
However, the low participation rate every year is not fulfilling the purpose of introducing the system.

Guest house owners are quite hesitant to install CCTV, considering the potential invasion of privacy as the biggest concern. To address this issue, we will distribute information sheets to all of the guest houses to promote the certification system during inspections.
The safety certification system for rural guest houses has yet to produce tangible results.
It seems that effective measures are needed to encourage the participation of more businesses.

지난 2018년 제주에 처음 도입된 농어촌민박 안전인증제는
올해 시행 5년째를 맞이하지만
여전히 가입한 곳은 찾아보기가 어렵습니다.
현재 도내 농어촌민박 5천350곳 가운데
안전인증을 획득한 업체는 2.8%인 148곳에 불과합니다.
지역별로 안전인증 비율을 보면
제주시가 2%, 서귀포시가 4.4%에 그치고 있습니다.

6개월 이상 운영되고 있는 민박을 대상으로

2년간 유효한 인증을 부여하고 있습니다.
하지만 매년 저조한 가입률로
제도 도입 취지를 살리지 못하고 있습니다.

(CCTV를) 설치하는 것에 대해서 민박 업주들이 상당히 꺼려 하고 있습니다. 사생활 보호 침해가 가장 큰 요인으로 판단됩니다. 4000부의 홍보물을 만들어서 점검 시에 안전인증제에 대한 홍보를 강화할 계획입니다.

실효성 있는
대책 마련이 필요해 보입니다.
