Illegal Rental Cars on Jeju Roads


In 2018, the province became the first region in the country to introduce a quota system for rental cars.
By limiting the number of new rental car registrations and curbing the increase in the number of cars, the system aims to address issues such as traffic congestion and environmental problems.

However, with the quota system in place it’s no longer possible to add to the number of rental cars on Jeju’s roads.
This has led to a series of cases where rental cars registered in other areas of the country are brought to the island and operated illegally.

A significant number of illegally operated rental cars in Jeju have been recorded. In 2021, there were 581 cases, and last year, that number was 334.
As a result, the fines imposed annually exceeded 100 million won.

Especially during the peak tourist season when rental car fees skyrocket, these illegal activities tend to become more prevalent.

There are a lot of customer complaints such as excessive repair charges, and it's causing a lot of issues. Customers think they are dealing with legitimate rental car companies in Jeju, thus their perception of rental cars and tourism on the island is being hurt.

Last year, a court ruling said that the authority to impose penalties for illegal rental car operations lies within the jurisdiction of the rental car company, not with Jeju Island. As a result, certain rental car companies continue to profit from their illegal activities.


In response, the province has decided to strengthen its crackdown on illegal rental car operations by the end of this year.
For rental car companies caught operating illegally in Jeju, they will be investigated and penalized by the authorities.

Due to concerns and reports that rental cars registered in other regions may come to Jeju and operate illegally, my office plans to conduct weekly crackdowns, primarily focused on tourist attractions and traditional market parking lots, starting this week.

As illegal rental car operations from other provinces not only undermine the purpose of the island’s quota system but also damage the image of Jeju tourism, it’s essential that there be a strong coordinated response from both provincial officials and the rental car industry.

타지역 렌터카 쌩쌩…불법영업 판친다


제주도는 지난 2018년 전국 최초로 렌터카 총량제를 도입했습니다.

렌터카 신규 등록과 증차를 제한해
교통혼잡과 환경문제를 해소한다는 취지입니다.

하지만 렌터카 총량제 시행으로 증차가 불가능해지자
다른 지역에 등록된 렌터카를 들여와
제주에서 불법 영업하는 사례가 잇따르고 있습니다.



제주에서 적발된 도외 렌터카 불법 영업 대수는
2021년 581대,
지난해 334대 등
매년 수백대에 달하고 있습니다.

이에 따른 과징금은 해마다 1억원을 훌쩍 넘고 있습니다.


특히 렌터카 이용료가 치솟는 관광 성수기 때마다
이 같은 불법 행위가
기승을 부리고 있습니다.

수리비 과다 청구라든지 고객들한테 민원이 굉장히 많이 발생하고 있습니다. (고객들이) 제주도에서 정상적으로 운행하고 있는 업체라고 생각해서 제주도의 렌터카와 관광 이미지가 많이 안 좋아지고 있습니다.


법원이 지난해
렌터카 불법 영업 행위에 대한 처분 권한은
제주도가 아닌
차량 소재지 관할관청에 있다는 판결을 내리면서
특정 업체의
막무가내식 영업도 이어지고 있습니다.

이에따라 제주도는 올해 말까지 단속을 한층 강화하기로 했습니다.

적발된 다른 지역 업체에 대해서는
관할관청에
수사와 행정처분을 의뢰할 예정입니다.
