Abuse of Unmanned Parking System


A vehicle that has just entered a parking lot makes a quick turn and heads back toward the exit.
Although the barrier went up, the vehicle did not leave, but instead immediately reversed and parked to one side.

This U-turn maneuver at the entrance of the parking lot is a trick used to avoid paying parking fees.

If the vehicle does not exit when the barrier goes up, it is recognized under the category of free parking within 30 minutes.
No fees were charged when the car left during weekends or after 6 p.m., when the parking lot payment system is not enforced.

The vehicle entered the parking lot, and the vehicle owner made the camera at the barrier of the exit recognize the vehicle, causing the barrier to lift. The vehicle then immediately reversed back into the parking spot and left during a time when fees were not charged, such as after the parking lot's operating hours had ended. By doing so, the vehicle managed to avoid being flagged for unpaid parking fees.

According to a police investigation, the car’s owner was found to have avoided parking fees over 120 times from March of last year when the parking lot became unmanned until last month. That’s a whopping total of 1.2 million won.

It was reported that the car’s owner became aware of the trick by frequently using the unmanned parking lot.

The police have charged the driver with the illegal use of facilities and handed over the case to the prosecutor's office.
Currently, out of the 78 public parking lots in Jeju City, more than 80 percent, or about 60 parking lots, have been converted to unmanned systems.

With flaws in the management and fee collection system of the city’s unmanned parking lots coming to light, Jeju City plans to conduct a comprehensive inspection of vehicles using these lots and implement wide ranging improvements to the system.

공영주차장에 방금 들어온 차량이
크게 회전하더니 다시 출구 쪽으로 향합니다.

차단기가 올라갔지만 빠져나가지 않고
곧바로 후진해 한쪽에 정차합니다.

도로가 아닌
주차장 입구에서 유턴한 차량.
주차 요금을 내지 않기 위한 꼼수였습니다.

차단봉이 올라가면 밖으로 나가지 않더라도
30분 이내 무료 차량으로 인식하기 때문입니다.

이렇게 세워둔 이후 주차장이 개방되는
오후 6시 이후나
주말에 빠져나가면
요금이 부과되지 않았습니다.

입차는 정상적으로 됐는데 출차할 때 차단기 앞에서 카메라가 인식해서 차단기가 올라가면 다시 후진해서 주차를 하고 운영시간이 종료된 후에
카메라 사각지대로 나오면서 미납처리를 삭제하는 건입니다.


경찰 수사 결과 차주는
무인으로 바뀐 지난해 3월부터 지난 달까지 120여 차례에 걸쳐
주차요금 120만 원 상당을 내지 않은 것으로 드러났습니다.

차주는 무인시스템 주차장을
자주 이용하면서
방법을 알게 된 것으로 알려졌습니다.

경찰은 차주에
편의시설 부정 이용 혐의를 적용해 사건을 검찰로 넘겼습니다.

현재 제주시 공영주차장 78 곳 가운데
무인으로 전환된 곳은 60여 곳으로 80%가 넘습니다.

무인화된 주차장의 차량 관리와
요금 징수 체계에 허점이 드러난 가운데
제주시는 요금 미납 차량을 대상으로 전수 조사를 실시하고
무인주차장 운영 시스템도 개선할 계획입니다.
