Teenage Parents: Hidden in Shadows


Ms. (이수정) Lee Su-jeong, not her real name, gave birth to her first child at the age of 17 during her first year of high school.
Since then, she has raised two children and is 20 years old.


Young teenage couples like Lee, who receive monthly child-rearing support payments of about 200,000 won, could find that even this modest sum is unavailable to them from next year.


Lee’s husband, who turned 24 years old, is at risk of being removed from the government support program designed to help teenage couples.

I am at an age where I could still receive teenage couple support for about 4 to 5 more years, but because my husband is older, I am also unable to receive it. I am a teenage parent, but now I'm being treated as if I'm not.

According to recent data, Jeju has a higher number of teenage couple households compared to the national average.


According to the Jeju Women and Family Research Institute, out of the 368 families with teenage parents aged 24 and under, including single parents, there is a significant proportion, or 170 families, that are teenage couple families in Jeju.

However, these teenage couple families are being excluded from various support policies and programs.

For teenage single parents, support is provided until they reach adulthood, including assistance with enrollment in academies to obtain a GED or other certifications. Financial support for child-rearing, housing, vocational training, and independent settlement funds for the head of the household are also on offer.

However, unlike teenage single parents, teenage couples receive limited support beyond childcare, nurturing, and psychological counseling.

Teenage couples often have missed out on achieving certain developmental milestones during their adolescence due to the immediate responsibilities of child-rearing. There is a need for family and youth policies to provide support in these areas.

Young teenage parents, who have established families earlier than their peers, require support from family and youth policies to safely engage in social activities and enable them to pursue their educational and career goals.



제주 청소년부모 비율 높아…지원 '사각지대'


이수정씨는
고등학교 1학년 시절인 17살 때 첫째 아이를 가졌습니다.

이후 둘째까지 낳아 20살인 올해 2명의 자녀를 키우고 있습니다.

이수정씨 처럼 어린 청소년 부부를 위해
매달 20만원 가량의 양육비 지원됐지만
내년부터는
이 마저도 끊기게 됩니다.

남편의 나이가 24살을 넘기면서
청소년부부 지원대상에서 탈락할 위기에 놓인 겁니다.

저는 나이가 충분히 돼서 청소년 부부지원금을 한 4년에서 5년 정도 더 받을 수 있는 나이인데 신랑이 나이가 많다는 이유로 저도 같이 못 받아요. 나는 청소년 부모가 맞는데 청소년 부모가 아닌 걸로 되니까…


제주 지역은 청소년 부부 가구가 전국 평균을 웃돌고 있습니다.

제주여성가족연구원에 따르면
제주지역 24살 이하
청소년 부모 368가구 가운데
청소년 부부 가구는 170가구로 유독 많습니다.

하지만 이들 청소년 부부들은 각종 지원 정책에서 배제되기 일쑵니다.


청소년 한부모의 경우 성인이 될때까지
검정고시나 자격증 취득 등을 위한 학원등록비나
양육과 주거 지원은 물론
세대주들을 위한
직업 훈련비와 자립정착금 등을 지원하고 있습니다.

하지만 청소년 한부모와 달리 청소년 부부의 경우
양육과 돌봄,
심리상담 등의 지원 외에는
별다른 지원을 받지 못하는게 현실입니다.

청소년기에 달성해야 하는 과업 목표들이 있습니다. 그것이 자녀를 출산하고 바로 양육에 들어가다 보니까 익히지 못했기 때문에 그런 부분에 대해서 가족 정책이나 그리고 청년 정책에서 지원이 필요하고.

어린 나이에
남들보다 일찍 가정을 이룬 청소년 부모들이
안전하게 사회활동을 영위할 수 있도록
청소년 부부를 위한
진로와 진학 지원책 마련이 시급하다는 지적입니다
