Slow Reservoir Reinforcement


This is the second reservoir built in the upper reaches of the (한천) Hancheon River in 2009.

Renovations on the inflow gates at the reservoir are currently underway.

The existing gates, which are 10 meters wide, are being dismantled and replaced with new gates that are 18 meters wide.

There are also plans to lower the gate threshold by 30 centimeters and raise the height of the riverbank.
This will allow an additional 10.3 tons of rainwater per second to flow into the reservoir instead of the river.

Construction has begun after a four-year delay. In 2019 there was a detailed assessment which emphasized the need to reinforce the gate facilities due to a low inflow rate into the reservoirs. This, in turn, could increase the risk of river flooding.

With a budget of around 700 million won, the project’s planned completion date is in August, prior to the arrival of typhoon season.

However, a significant portion of the reservoirs still lack follow-up measures.

The previous assessment recommended that the inflow capacity of major urban river reservoirs that run through the city should be doubled. This included (병문천) Byeongmuncheon River, (독사천) Doksacheon River, and (산지천) Sanjicheon River.

However, except for the (한천) Hancheon River Reservoir, construction on the remaining facilities has yet to start.

The key issue lies in the project’s cost, which amounts to hundreds of billions of won.

It has proven difficult to secure the required budget, which includes government funds, due to prioritization challenges based on urgency and risk of disasters.

This project was delayed and started late due to a lack of surplus budget, as other more urgent projects were prioritized and received budget allocation. We started the project last year, and there are around 10 projects overall for next year as well. Our plan is to proceed with them gradually.

During this year's rainy season, heavy rainfall nationwide has led to record-breaking loss of lives. However, the on-going project to improve Jeju’s reservoir performance, which is crucial for flood prevention, has yet to show any significant progress.





전국 '물난리'…제주 저류지 보강 '언제쯤'


지난 2009년 한천 상류에 조성된 제2저류지입니다.

저류지 유입부에 수문 교체 공사가 진행중입니다.

폭 10미터였던 기존 수문을 철거하고
폭 18미터 짜리
새 수문을 설치하고 있습니다.

수문 문턱도 30cm 낮추고
반면 하천 보는 높일 계획입니다.

이를 통해
초당 10.3톤의 빗물이
하천이 아닌 저류지로 더 흘러들어가게 됩니다.

저류지 유입량이 적어
하천 범람 위험이 커질 수 있기 때문에
수문 시설을 보강해야 한다는
지난 2019년 정밀진단 용역이 나온지 4년 만에 시작된 공사입니다.

사업비 7억 원을 확보해
태풍이 오기 전인 8월 완공할 계획입니다.

하지만 일부를 제외한 저류지 상당수는
여전히 후속조치가 이뤄지지 않고 있습니다.

당시 용역에서는
병문천과 독사천, 산지천 등 도심을 관통하는
주요 하천 저류지의 유입부를
최대 2배는 늘려야 한다고 진단했습니다.

하지만 한천 2 저류지를 제외하고
나머지 시설 공사는
아직 손도 대지 못하고 있습니다.

수백억 원에 달하는 사업비가 관건인데
재해 위험이나 시급성 측면에서 우선순위에 밀리면서
국비를 비롯한
예산 확보에 어려움을 겪고 있기 때문입니다.

이거보다 더 급한 사업들이 있어서 그쪽에 예산이 투입됐고 여유분의 예산이 없다 보니 후순위로 밀려서 늦게 시작하는 사업입니다. 작년에 사업을 시작하게 됐고 내년에도 전체적으로 10여 개 사업이 있는데
점차적으로 추진해 나갈 계획입니다.

재해로부터
홍수와 범람 등을 예방하기 위한 필수 시설인
저류지의 성능 개선 사업은
수년째 속도를 내지 못하고 있습니다.
