Construction Halt Due to an Abandoned Car


This area is known for its dense residential housing.

Amidst the houses, one can spot a single white sedan standing alone in a spacious but empty parking lot.

The overgrown vegetation and the condition of the wheels indicate that the vehicle has been abandoned for quite some time.

To address the chronic parking shortage in the area and prevent long-term abandonment of vehicles, a project to implement paid parking lots is underway.

The installation of parking control equipment and ground work are expected to be completed by mid-September.

However, absurdly enough, the parking lot improvement project has been halted due to this long-term abandoned vehicle.
Local residents are expressing disbelief that the construction has been postponed because of an abandoned vehicle that has been left unattended for years.

It's been there for years, maybe six years now? They say they can't touch it recklessly. They should remove it quickly...

However, due to the lack of clear criteria and time frames for dealing with abandoned vehicles under the parking law, there is no way to force immediate removal.


As a stopgap measure, Jeju City decided to temporarily relocate the abandoned vehicle and put it back in the parking lot once the construction is finished.


According to the criteria applied by Jeju City last month for enforcing actions against long-term abandoned vehicles, it will be possible to enforce the removal in March next year, as it will have been a year since the vehicle was officially identified as abandoned.

In the end, even after the completion of the parking lot, the unauthorized abandoned vehicle continues to occupy one side of the parking area.

장기방치 차량 방지 등을 위한
주차장 유료화 사업을 추진 중인 곳입니다.

9월 중순까지
주차장 입출입 기기 설치와
바닥 공사 등이 진행될 것으로 고지됐습니다.

하지만 어이없게도
이 장기 방치 차량 때문에
주차장 개선 사업 공사가 중단됐습니다.

인근 주민들은
해당 차량이 수년 동안 방치돼 왔다며
이로 인한 공사 중단을
이해할 수 없다는 반응입니다.

긴가민가 했어요. 설마 방치차량 때문에 (공사를) 안 하고 있다고? 못하고 있다고? 왜 방치하고 있나…. 저것 때문에 지금 이렇게 연기시켜야 될 만한 가치가 있나…

이거 몇 년 됐어 한 6년 됐나? 저거는 함부로 건들지도 못한다면서요. 빨리 치워버려야지...


하지만 주차장법상
방치차량에 대한 명확한 기간이나
처리 기준 등이 없다보니
이를 강제로 처리할 수도 없는 실정입니다.

이에따라 제주시는 궁여지책으로 해당 방치 차량을 잠시 옮겨두고
공사가 마무리되면
다시 주차장에 세워두기로 했습니다.

지난달 제주시가
장기방치 차량 행정대집행을 실시한 기준을 적용한다면
해당 차량이 방치된 것으로 조사된지 1년이 지난
내년 3월에나
강제 처리할 수 있을 것으로 보입니다.

결국 주차장 조성이 끝난 후에도
골치덩이인
무단방치차량은
여전히 주차장 한 면을 차지하게 됐습니다.
