The National Assembly's Committee on Administration and Safety stated in its review report that the legislative purpose of the amendment bill is reasonable. However, there are concerns that the criteria for judging 4.3 distortion acts are ambiguous and could undermine freedom of expression, necessitating careful consideration.

During a prior visit to Jeju, Minister of Justice Han Dong-hoon expressed a cautious stance on imposing criminal punishment for 4.3 distortion, stating that resorting to criminal penalties is an extreme approach regarding the punishment clause.
