Principal Accused, Authorities Inactive


Allegations of bullying by a high school principal were formally brought forward last month through the National Public Complaints Center.

It began when the principal insisted on the deletion of records related to incidents of school violence involving graduating students.

A teacher, identified as Mr. A, who was responsible for school violence prevention, argued that deleting the records would “be difficult” when considering the level of reflection and remorse shown by the students involved.


In response, the principal requested explanations from homeroom teachers who opposed the deletion of school violence records, citing reasons of non-compliance with educational norms.

The allegations against the principal don't stop there.

A student who verbally abused a homeroom teacher and pushed another teacher responsible for school violence prevention received a transfer decision from the Teachers Rights Protection Committee.

However, the principal rejected the decision, arguing it was an overly severe punishment, opting instead for a 10-day suspension.

The dissatisfaction of the teacher involved wasn’t limited to the principal's actions, but also to the follow-up measures taken by the education authorities.


After more than two weeks without any communication since officially raising the issue about the principal, the teacher said the Jeju Provincial Office of Education only got in touch when the deadline for handling complaints was approaching.

There are said to be other cases of affected teachers, leading to calls for a comprehensive investigation by the education authorities.

However, the authority’s response was merely a request for the verification of facts.

In response to this, a teacher spoke on the phone with KCTV Jeju, expressing disappointment with the education authorities' passive approach, one focusing on confirmed facts rather than conducting a proactive investigation.

Local teacher organizations are urging the education authorities to actively investigate and take disciplinary action, claiming that repeated bullying has occurred at the school.


The Jeju Branch of the Korean Teachers and Education Workers Union has suggested that the principal and school staff members be immediately separated. The Union has also called for the removal of the principal from their position to ensure the psychological well-being of the affected teacher.

Another semester has begun. If there are allegations of bullying, immediate separation is necessary to protect the victim. However, despite the new semester, victims are not being protected and are suffering from various inducements and threats.

In response, the Jeju Provincial Office of Education has repeatedly requested key information from the school and has indicated that it will assess the audit as the information becomes available.



학교장 갑질 의혹…뒷짐 진 교육당국

한 고등학교 학교장의 갑질 의혹은 지난 달 초에 정식 제기됐습니다.

해당 학교장이 갑질 의혹은 이 뿐만이 아닙니다.

결국 10일간의 출석 정지로 대체되기도 했습니다.

해당 교사가 분통을 떠뜨리는 건
학교장의 이런 행동 뿐만 아니라 교육당국의 후속 조칩니다.

정식으로 해당 학교장에 대한 문제를 제기한 지 보름이 지나도록
연락 한번 없다가 민원 처리 시한이 임박해서야
제주도교육청으로부터 연락을 받았습니다.


또 다른 동료 교사들의 피해 사례가 있다며
교육당국의
전수조사 요구에 되돌아온 답변은 사실 확인 요구가 전부였습니다.

이에 해당 교사는
KCTV제주방송과의 전화통화에서
교육당국이
적극적인 확인 조사보다는
사실이 확인된 것만 조치하려한다며
소극적인 행정에 서운하다고 토로했습니다.

도내 교원단체도
해당 학교에서 상습적인 갑질이 이뤄졌다며
교육청의 적극적인 조사와 징계를 촉구하고 나섰습니다.

전교조 제주지부는
학교장이
교직원에게 비정상적인 지시를 했다는 의혹을 제기하고

학교장을 직위해제하는 등
피해 교사가
심리적으로 안전하게
근무할 수 있도록 해야한다고 주장했습니다.

당장 개학이 됐으면 가해 의혹이 있다면 분리조치가 되어야 피해자를 보호할 수 있을 텐데 개학됐지만 보호되지 않고 각종 회유나 협박에 시달리고 있어서...



이에 대해 제주도교육청은 해당 학교에 필요한 자료를 요구했다며
자료가 들어오는 대로
감사 여부를 검토할 방침이라는 입장만 되풀이 하고 있습니다.
