Jeju Safeguards School’s Educational Activities
The superintendent of the Jeju education office, (김광수) Kim Kwang-soo,
has announced comprehensive measures to protect educational activities.
The core of this plan is that school complaints will be addressed by institutions rather than individual teaching staff.
Especially distinct from the government's plan, the complaint response team will be operated with a focus on vice principals.
Except for general complaints like student advancement or grades, vice principals, rather than homeroom teachers, will handle the entire process from complaint receipt to resolution.

First, to prevent infringements on educational activities, we will establish a complaint response team composed of school administrators, and improve the system so that complaints are addressed by institutions rather than individual teaching staff, and operated under the responsibility of the school principal.
Preventive measures against violations of educational authority will also be strengthened.
To address complaints unrelated to curriculum activities, phones with recording features will be provided.
Furthermore, in case teachers are involved in lawsuits, support of 5 million won per person for legal fees will be provided, and the coverage of liability insurance for teachers during educational activities will be expanded.
To aid the recovery of teachers affected by violations of educational authority, support for mental health treatment and medication expenses will be provided within a million-won range.
Additionally, for complainants visiting schools directly, a plan to station personnel in cooperation with the Jeju Provincial Police Agency is under consideration.
In order to protect the personal information of teachers, the safe number service will be expanded to all teachers.
Although the measures from the Jeju education authority appear to significantly accommodate the demands of temporary workers at schools,
There is a possibility of backlash as the measures were announced without input from school vice principals, who play a central role in handling complaints.

이번 대책의 핵심은
학교 민원 처리를 교직원 개인이 아닌 기관이 대응하는 방식입니다.
특히 정부 대책과 눈에 띠게 다른 점은
민원대응팀이
교감 중심으로 운영된다는 겁니다.
학생 진학이나 성적 등 일반적인 민원을 제외하면
담임 교사를 거치지 않고
교감이 민원 접수부터 처리를 맡아 처리하게 됩니다.

우선 교육활동 침해 행위를 예방하기 위하여 각급 학교의 관리자로 구성된 민원대응팀을 구성 민원 처리는 교직원 개개인이 아닌 기관이 대응하는 체계로 개선하고 학교장 책임하에 운영하도록 하겠습니다.
교권 침해 예방 대책도 강화됩니다.
교과 활동과 관련 없는 민원에 대응하기 위해
녹음 기능이 있는 전화기로 교체합니다.
또 교사들이 소송에 휘말릴 경우 1인당 5백만원의 소송비를 지원하고
교육활동 중에 발생하는
교원들의 배상책임보험 보장 범위도 확대합니다.
교권 피해 교사들의 회복을 돕기 위해
백만원 범위 안에서
정신 건강 치료비와 약제비도 지원됩니다.
이 밖에도 학교를 직접 찾는 민원인에 대해
학교 지킴이 외에
자치경찰단과 협의해 인력을 상주하는 방안이 검토되고
교사들의 개인 정보 보호를 위해
안심번호 서비스는 모든 교원들에게 확대할 방침입니다.
이번 제주교육당국의 대책이
교육공무직들의 요구를 대폭 수용한 것으로 보이지만
민원 창구의 중심 역할을 하게 된
학교 교감들과의 의견 수렴 없이 발표되면서
반발 가능성도 나오고 있습니다.

물론 이 부분도 제가 교감 선생님들하고 협의를 해야 됩니다. 앞으로 지금 시간이 급박하다 보니까 이달 내로 기자회견이 돼야 된다고 해서 제가 지금 안 만나본 선생님들이 교감 선생님입니다.
김광수 교육감은
학생인권조례와 관련해 교육활동 보호에
직접적인 영향을 주는 독소조항은 없다면서도
지나치게 학생들의 권리만 담겨있다며
교사들에 대한 존중하는 자세 등
학생 책임을 보완하는 방안이 필요하다고 덧붙였습니다.
