Chinese Cruises Return, Economic Impact Limited
On the last day of August, the Blue Dream Star, which departed from Shanghai, China, arrived at Jeju Port.
There was a lot of interest in the arrival of this particular cruise ship. Nearly six and a half years ago, the Chinese government, in retaliation for South Korea's installation of a missile defense system, placed a ban on Chinese group tourism to Korea.
So far, though, any expected windfalls for the local economy have fallen short.
The itinerary was centered around tourist spots like (용두암) Yongduam Rock and downtown duty-free shops, but local business districts saw little effect from the resumption of Chinese cruises.

In reality, our local business district is the closest to the pier where cruise tourists disembark. Despite this, there has been no influx and no impact at all here.
We have devised measures such as refund counters and discounts for local shops, but if foot traffic doesn't come this way, it's all in vain.
Even the short duration of their stay on the island proved problematic.
In the case of the Blue Dream Star, although it stayed in Jeju for about a day due to a nearby typhoon, the originally scheduled time in port was 8 hours.
After immigration procedures, the originally planned sightseeing time in Jeju was just around six hours.
This was problematic in terms of giving visitors enough time to shop. Moreover, the scheduled evening departure cut into what would otherwise be when people spend the most money.
The issue is that most cruise ship port times for Jeju are only 8 hours, resulting in restricted tourism itineraries.

Since passengers have only about 6 hours on land (off the cruise), extending the stay duration to allow for around 10 hours in Jeju seems necessary.
Nowadays, Chinese guests don't carry much cash. In China, everything is done through payment systems, so introducing such systems in Jeju is crucial.
In response, the province is giving docking priority to cruise ships with longer port times, encouraging extended durations of stay for cruise tourists.
However, for the resumption of cruise tourism to lead to local economic windfalls, efforts to reduce immigration processing times and developing tailored programs for cruise tourists will be key.
中 크루즈 재개… 면세점만 '반색'

짧은 체류시간도 문제입니다.
블루드림스타호의 경우
태풍 영향으로 하루 가량 제주에 머물렀지만
원래 예정됐던 기항시간은 8시간이었습니다.
출입국 절차 등을 감안하면
당초 제주지역 여행 시간은 대여섯시간에 불과했습니다.
돈을 쓸 시간이 충분하지 않은 데다가
정작 소비력이 가장 높은 심야시간대에는
제주를 떠나는 일정이었던 겁니다.
문제는 제주로 들어오는 크루즈 대부분의 기항 시간이
8시간에 불과해 관광 일정이 제한적이라는 점입니다.

기항 시간이 긴 크루즈에 선석을 우선 배정하는 등의
방안을 실시하고 있다고 밝혔습니다.
하지만 크루즈 관광 재개가
지역경제 활성화로 이어지기 위해선
적극적인 기항지 맞춤형 프로그램 개발과
수속시간 단축 등 체류시간을 늘리기 위한
노력이 필요해 보입니다.
