Crackdown on Illegal Entries


Early on the morning of October 3rd, a report came in that an unidentified vessel was approaching (보령) Boryeong, South (충청) Chungcheong Province.
The Coast Guard and military were dispatched, leading to the arrest of more than 20 Chinese nationals hiding in the vicinity of the harbor parking lot.
They were attempting to illegally enter the country on vessels from Shandong, China.
While there haven't been cases of illegal entry from China to Jeju via the sea, inspections have been intensified following the (보령) Boryeong incident.

Jeju’s high density of vessels docking at its ports are considered especially vulnerable.

With attempts and cases of illegal entry via the sea using small boats on the rise, the Jeju Coast Guard is beefing up coastal patrols. We also encourage active reporting by residents, including fishermen.

The risk of unauthorized entry is growing as people attempt to exploit the visa-free stay system, which allows one month of residence in Jeju without a visa.

Earlier this year, 11 Thai nationals who had entered with visa-free status were apprehended while attempting to leave the island for the mainland without authorization.

Over the past 6 years, more than 40 individuals have been arrested for similar offenses.

The situation is becoming more sophisticated, with criminal activity being planned and organized in chat rooms.

The full resumption of Chinese group tourism has raised hopes for regional tourism, but concerns about foreign crimes such as unauthorized departures and public safety remain.


The Jeju Immigration Office has announced that it will collaborate with the Coast Guard to conduct intensive crackdowns on illegal residents until the end of the year. The crackdowns will focus on cases where tourists overstay their visas and become illegal residents. The office says that there are thousands of foreigners whose whereabouts are unknown.




밀입국·무단이탈 고개 드나?…"단속 강화"


지난 3일 새벽, 충남 보령에
미확인 선박이 접근하고 있다는 신고가 접수됐습니다.

해경과 군이 출동했고
항구 주차장 일대 숨어있는 중국인 20여 명을 검거했습니다.

중국 산둥성에서 선박을 통해 밀입국을 시도하다 적발된 겁니다.

아직 제주에선 중국에서 직접 밀입국한 사례는 없지만
보령 사건을 계기로 점검이 한층 강화됐습니다.

특히 제주에선 항포구와 부두 같은
선박 밀집 시설이 취약지로 꼽히고 있습니다.

소형 보트를 이용해 해상을 통한 밀입국 시도 및 적발 사례가 발생하면서 제주해양경찰서에서도 관내 해안가 순찰을 강화하는 한편 어업인 등 도민들의 적극적인 신고를 홍보하고 있습니다.



비자 없이 한달 동안 체류 가능한
무사증 제도를 노린 무단 이탈 위험도 커지고 있습니다.

올해 초, 무사증으로 온 태국인 11명이
제주를 몰래 빠져나가려다 적발되는 등
지난 6년 동안 40여 명이 검거됐습니다 .

채팅방을 이용해 사전에 조직적으로 범행을 공모하는 등
수법도 교묘해지는 상황입니다.

중국인 단체관광이 전면 허용되면서
지역 관광이 살아날 수 있다는 기대도 있지만
무단 이탈 같은 외국인 범죄와 치안에 대한 우려도 상존합니다.

제주출입국외국인청은
관광객에서 불법체류자로 전환돼 소재를 파악 중인 경우만
수천명이라면서
해경과 함께
연말까지 집중 단속을 진행할 예정입니다.
