Disposable Cup Deposit System 'Wobbling'



This is a coffee shop franchise located in Jeju City.

This outlet has been participating in the disposable cup deposit system since June, installing cup return machines and actively participating.

However, recently, they have essentially joined a boycott of the system.


The national expansion of the disposable cup deposit system, which is currently being piloted in Jeju, is now up in the air.

Clearly, we cannot continue to be a part of this situation. As I said at the outset of its implementation, a wider range of businesses should be involved in this.

A bill has been proposed to allow regional governments to implement the system voluntarily, and the Ministry of Environment has said that they will decide on whether to expand the system based on on-site feedback.

The industry sees it as the near-total abandonment of nationwide implementation.

The number of disposable cup returns began at 180,000 in the first week of October. But this dropped by 20,000 the following week and continued to decline.

The number of returns reached a low of 120,000 in the last week of that month.

The government is repeatedly introducing relaxed policies, such as excluding paper cups from the list of disposable cup usage regulations, which is adding to the confusion in the establishment of the system.

The government plans to streamline regulations on these items, taking into account the characteristics of (disposable) items and the current situation on-site, and intends to transition to policies that support voluntary participation by citizens in the future.

Jeju has set aside funds to keep the disposable cup deposit system in place next year.

However, the government’s conflicting policies with the province are only adding to the industry's confusion.

매장 안에 컵 반납기까지 설치하고
적극적으로 참여해 왔지만
최근 사실상 보이콧에 나섰습니다.

현재 제주에서 시범운영되고 있는
일회용 컵 보증금제의
전국 확대 계획이 불투명해졌기 때문입니다.

당연히 이 상태로는 참여를 계속할 수 없는 상황이고요.
초기 시행 때부터 말씀 드렸다시피 좀 더 넓은 범위의 업체가 참여하고
다 같이 참여해야…

지차제 상황에 맞게
자율적으로 시행하자는 관련 법안이 입법예고 됐고

환경부도
현장 의견을 바탕으로
확대 여부를 결정하겠다고 밝히며

업계에서는 전국 시행이 사실상 무산된 것으로 보고 있습니다.


지난달 첫째 주 일회용컵 회수량은 18만 개로 시작해
일주일 만에
2만 개가 줄며 하락세가 이어졌고
마지막 주에는
12만 개에 그쳤습니다.


이러한 가운데 정부가
종이컵을 일회용컵 사용규제 품목에서 제외하는 등
완화된 정책을
잇따라 제시하고 있는 점도
제도 정착에 혼란을 부추기고 있습니다.

정부는 (일회용)품목별 특성과 현장의 상황을 감안하여
이 품목들에 대한 규제를 합리화 하고 앞으로 국민들의 자발적 참여에 기반하는 지원 정책으로 전환하고자 합니다.

제주도는 내년에도
일회용컵 보증금제를
계속 시행하겠다며 예산을 편성했습니다.

정부와 제주도의 제각기가 정책에 업계의 혼란만 가중되고 있습니다.
