Road Used for Decades Blocked

This is a coastal road in Jeju City.
Vehicles slow down and carefully exit the road.


Part of the road, used publicly for decades, has been blocked by the landowner who installed obstacles claiming it as their private property.
Vehicles passing by damaged the installations, prompting the addition of large sandbags weighing about 1 ton along with warning signs.


Residents are greatly inconvenienced by having to use only half of the narrow, approximately 5-meter wide road overnight.

We can't pass in both directions, and only small cars can barely pass through. Larger vehicles are completely unable to pass.

There are only two roads to the west. But if you come from the east, the road is blocked, and there's no place to turn the car around.

The landowner who installed the obstacles on the road says there's nothing they can do.


Months ago, the administrative city was asked for compensation for the land incorporated into the road, such as easing the building floor-area ratio or purchasing the incorporated land, but there has been no response.

Now they're in a hurry and asking us to remove this first and then resolve the issue through a lawsuit. But lawsuits take forever. How long should we wait?

The administration also has not been able to propose a solution.


With the road already officially notified as a road, it's difficult to ease the floor-area ratio as demanded by the landowner.


While requesting the landowner to remove the obstacles to alleviate residents' inconveniences, the administration states that it's difficult to forcibly remove obstacles on private property.


“내 땅으로 못 가"…수십년 사용 도로 통행 막아


제주시 한 해안가 도로입니다.

달리던 차량이 속도를 늦추더니 조심스럽게 도로를 빠져나갑니다.

수십 년 동안 공용으로 쓰이던 도로 일부가
자신의 토지라며
장애물을 설치했기 때문입니다.

지나가는 차량에 설치물이 훼손되자
경고문과 함께
1톤 가량의 커다란 모래 주머니까지 동원됐습니다.

하루 아침에
폭 5미터 가량의 좁은 도로를
반쪽 밖에 이용해야하는 주민들의 불편은 이만 저만이 아닙니다.

양방향으로 통행을 못하고 소형 차들만 겨우 통과할 수 있으니까 조금 큰 차라든지 그런 거는 통행이 전형 안 되고 있는 상황입니다.

서쪽으로 길이 2개 밖에 없거든요. 그런데 만약에 동쪽에서 오면 차가 막혀서 후진하고 차를 돌릴 데가 없어요.



도로에 장애물을 설치한 토지주측은 어쩔 수 없다는 입장입니다.

수개월 전부터 행정시에
도로에 편입한 토지에 대한 보상으로
건축 용적률 완화나
편입 토지 매입을 요구했지만 묵묵부답이라는 겁니다.

이제 와서야 급하니 이것을 먼저 철거해 주면 안되겠냐 앞으로 소송으로 해결해라...소송이 언제 끝날 줄 알고 그 소송을 언제까지..


행정에서도 이렇다 할 해법을 제시하지 못하고 있습니다.

이미 도로로 고시된 상황에서
토지주의 요구대로
건축 용적률 완화는 어렵다는 입장입니다.

그러면서 주민 불편 해소를 위해
토지주측에 철거를 요청했지만
개인 소유지에 설치된 장애물이라 강제 철거는 어렵다는 입장입니다.

결국 행정소송 등 법적 절차를 통한 해법을 모색하고 있지만
소송 절차에
적지 않은 시간이 소요될 것으로 보여
주민들의 불편은 당분간 이어질 전망입니다.
