Hangar for Emergency Helicopter


The 'Doctor Helicopter', the 8th of its kind introduced nationwide and an airborne emergency room, has completed its first year of operation.

It has transported critical patients from hard-to-reach places like (추자도) Chuja-do Island and the top of Hallasan Mountain within 30 minutes.


However, it has not been able to respond to every rescue request.

This is due to bad weather, making helicopter takeoffs and landings impossible.


In fact, 3 out of 10 rescue requests could not be responded to, with 80% of these cases due to bad weather.


Weather constraints on deployment

The location of the Doctor Helicopter hangar is also problematic.

It's temporarily using a Forest Service hangar in the mountainous area of (수망리) Sumang-ri in (남원읍) Namwon-eup, where rapidly changing weather conditions have restricted its deployment.


The Sumang-ri area alone experienced over 150 days of flight cancellations due to worsening weather, meaning that it was unable to fly for nearly half of the year.

In July, which had heavy rainfall, there were 25 days, or 80 percent of the month, when it couldn't operate.


Despite favorable weather conditions at Jeju Halla General Hospital in Jeju City, there have been instances when a helicopter was unable to take off from Sumang-ri.


This has led to the Doctor Helicopter only achieving 34 out of the targeted 100-plus deployments since its introduction.

Due to Sumang-ri's location south of Cheju Halla General Hospital, the weather between the two locations can vary. While we can conduct missions here, if the weather in Sumang-ri is poor, we are unable to complete the mission. This is an unfortunate problem.

To address this issue, a dedicated home for the Doctor Helicopter is expected to be established.

The province plans to invest about 4 billion won to build a 2,200 square meter dedicated hangar for the Doctor Helicopter at Jeju International Airport.

If the budget passes the Provincial Council's review, it is expected to be completed by the end of next year.

Operating without a hangar has led to various difficulties in moving from Sumang-ri to Jeju City. We will strive to complete the hangar facilities at the Jeju International Airport as soon as possible.

In Seogwipo, a region with a high need for emergency medical services, a 119-bed emergency patient ward is expected to open at Seogwipo Medical Center.

In addition to this, the construction of a Doctor Helicopter landing site at Seogwipo Medical Center is being considered, which would improve emergency medical access in the southern region.



들쭉날쭉 출동 닥터헬기…전용 격납고 생긴다


전국 8번째로 도입한 하늘 위 응급실 '닥터헬기'가
도입 1년을 맞았습니다.

그동안 추자도와 한라산 정상 등 접근성이 떨어지는
구조 현장을 30분 이내로 도착해 중증 환자를 실어날랐습니다.

하지만 모든 구조 요청 현장에 출동할 순 없었습니다.

날씨가 나쁠 때에는 헬기 이착륙 자체가 불가능하기 때문입니다.


실제로 구조 요청 10건 중 3건은
출동을 하지 못한 것으로 나타났는데
원인의 80%는 기상 문제였습니다.


닥터헬기 격납고 위치도 문제가 되고 있습니다.

중산간인 남원읍 수망리에 있는
산림청 헬기 격납고를 임시로 사용하고 있는데
급변하는 날씨 탓에 출동에 제약이 따르고 있습니다.

기상 악화를 이유로 이륙을 하지 못한 날만 150일이 넘었습니다.

1년 중 절반 가량은 뜨지 못했다는 얘깁니다.

특히 많은 비가 내렸던
지난 7월에는
한달 중 80%인 25일이
출동 불가 상태였던 것으로 드러났습니다.


제주시 한라병원 날씨는 좋은데
수망리 날씨 때문에 뜨지 못한 경우도 있었습니다.

이 때문에 도입 당시
출동 횟수 100여 차례를 목표로 했지만
실제 출동 횟수는 34번에 그쳤습니다.

남원읍 수망리가 한라병원보다 남쪽에 있다 보니 그쪽과 이쪽 기상이 다른 경우가 있어요. 이쪽은 임무 수행이 가능한데 수망리 이륙 기상이 안 좋다 보니 임무를 수행 못하는 경우도 있죠. 안타까운 일 중 하나입니다.


이를 개선하기 위해
닥터헬기 전용 보금자리가 마련될 전망입니다.

제주도는 예산 40억여 원을 투입해
제주 공항에
2천 2백 제곱미터 규모의 닥터헬기 전용 격납고를 조성할 계획입니다.

도의회 심사에서 예산안이 통과되면 내년 말쯤 준공될 예정입니다.

격납고가 없는 상태에서 운영하다 보니까 수망리에서 제주시로 오는데 여러 가지 어려움이 있습니다. 제주공항에 격납고 시설을 빠른 시일 내에 완비할 수 있도록 노력하겠습니다.

응급의료 취약 지역인 서귀포에도
의료원내에
119병상 규모의 응급환자 의료 병실이 운영될 예정인데

이에 맞춰 서귀포의료원에 닥터헬기 이착륙장 조성도
검토 중이어서
산남지역 응급의료 접근성도 개선될 지 주목되고 있습니다.
