Ghost Buildings : An Urban Crisis
This is a commercial facility construction site in (연동) Yeon-dong, Jeju City.
It was supposed to be completed last year, but only the underground framework construction has progressed, and it has been halted for three years now.
The construction was stopped due to the lack of funds from the building owner.
The dilapidated temporary fences are causing not only aesthetic issues but also safety concerns.

It's not pleasant to look at. Stones could fly around in the wind, everything is bad. The construction should be resumed quickly. It's not good for passersby either.
In this way, construction sites left abandoned for over two years have been found to be 28 in total in Jeju.

By type, accommodation facilities were the most numerous with 17.
Office buildings, retail facilities, and residential buildings each had 3.
The oldest construction site is an accommodation facility in (고성리) Goseong-ri, Aewol-eup, Jeju City, which has been abandoned since its commencement in 1996, making it 27 years.
The province is planning to establish a third maintenance plan for these halted construction projects and carry out administrative measures.
However, since the construction projects are private properties, there are difficulties in forced disposal due to issues like securing compensation costs.
Currently, the only options are to encourage voluntary demolition or to take safety measures.

After comprehensively reviewing the opinions on the maintenance plan, we will finalize the plan. In cases where self-restoration is possible, we will support them with administrative procedures. If not, we will cancel the permit and ensure restoration to the original state.
In the case of long-abandoned buildings, even if construction resumes, there is a concern for safety accidents due to material aging, necessitating thorough inspections.
골조만 덩그러니…'유령 건축물' 골머리
제주시 연동의 한 업무시설 공사 현장입니다.
지난해 완공될 예정이었지만
착공된 지 3년이 지난 현재
지하 골조 공사만 진행된 채 멈춰 섰습니다.
건축주의 자금 부족 문제로 공사가 중단된 겁니다.
허름해진 가설 울타리로 인해 미관 저해는 물론
안전 사고도 우려되고 있습니다.

보면 안 좋죠. 바람 불면 돌멩이라도 날라오고 모든 게 안 좋고. (공사를) 하루속히 해주면 좋죠. 지나다니는 사람 보기에도 그렇고 하니깐.
이처럼 2년 이상 공사가 중단된 상태로 방치된 건설 현장은 제주도내 모두 28곳으로 조사됐습니다.
용도별로는 숙박시설이 17곳으로 가장 많았습니다.
업무시설과 판매시설, 공동주택이 각각 3곳으로
뒤를 이었습니다.

제주시 애월읍 고성리에 있는 숙박시설로
지난 1996년 착공 이후 27년째 방치되고 있습니다.
제주도는
공사 중단 건축물에 대한 3차 정비계획안을 수립하고
행정 조치를 실시할 예정입니다.
다만 건축물이 사유재산에 해당해
보상비 등의 확보 문제로
사실상 강제처분에는 어려움이 따르고 있습니다.
이에 현재로서는 자진 철거를 유도하거나
안전조치를 취할 수밖에 없는 상황입니다.

공사를 재개하더라도 자재 노후화로 인한
안전사고 위험이 우려되는 만큼
철저한 점검이 요구되고 있습니다.
