Caller ID Spoofing Case Leads to Arrest
An out of place rectangular device was recently discovered in a hotel in Jeju City.
Resembling a regular internet router, it’s actually a caller ID spoofing relay.
This device changes the caller ID from an overseas number starting with 070 to a domestic number starting with 010.
Last month, a report was filed alleging caller ID manipulation, and the police searched the area where the suspicious signal was detected.
Then, on the 8th and 9th of last month, relay devices were discovered in two hotel rooms in Jeju City.
The police immediately seized the devices found at the scene.
After tracing the guests who stayed in those rooms, an illegal Chinese immigrant in his 20s was arrested in a residential area.
A police investigation found that the relay device at the hotel operated for about three days, but no cases of fraud were reported.
The suspect reportedly confessed to installing the illegal relay after seeing a job listing in an online chat room.
The relay device can change the caller ID of overseas calls to appear as if they were made domestically. Voice phishing criminals then pose as local prosecutors or financial institutions.
In fact, in November of last year, a man in his 20s was arrested in Jeju for operating a similar caller ID spoofing device for a voice phishing gang.

Many people are hesitant to answer calls from overseas numbers. A relay device can change the number to a domestic one starting with 010, making it easier to commit crimes. If you are unsure about a number or message, it is best to ignore it.
Police have arrested the suspect for violating the Telecommunications Business Act and Immigration Control Law. A wider investigation is underway.

발신번호 조작이 의심된다는 신고가 접수됐고
경찰이
이상 신호가 감지된 일대를 수색해
지난달 8일과 9일,
제주시내 호텔 객실 2곳에서 중계기를 발견했습니다.
경찰은 곧바로 현장에 있던 중계기를 수거했고,
해당 객실에 묵었던 투숙객을 추적해
도내 주택가에서
20대 중국인 불법체류자를 검거했습니다.
경찰조사 결과
호텔에 설치됐던 중계기는 3일 정도 운영됐지만
현재까지
이로 인한 사기 피해는
발생하지 않은 것으로 파악됐습니다.
피의자는 오픈 채팅방을 통해
클린하우스에 넣어둔 중계기를 설치하면
일당을 주겠다고 해
범행을 저질렀다고 진술한 것으로 알려졌습니다.
중계기는
해외에서 건 전화의 발신 번호를 조작해
국내에서
전화한 것처럼 속일 수 있어
검찰이나 금융기관을 사칭하는
보이스피싱 일당이
의심을 피하기 위해 이용하는 기계 가운데 하나입니다.
실제, 지난해 11월
보이스피싱 조직원의 지시를 받아
제주에서 번호 조작 중계기를 운영해 온
20대가 경찰에 검거되기도 했습니다.

해외 발신 번호가 뜨면 대부분의 국민들이 의심해서 안 받기 때문에 앞에 010이 붙는 번호로 변환시켜주는 역할을 (중계기가) 하는 거거든요. 그만큼 범행을 용이하게 도와주는 초기 단계 역할을 하는 거고. 의심 가는 번호나 내용에 대해서는 전화를 안 받으시거나 문자는 삭제하시는 게 가장 좋습니다.
경찰은 20대 중국인 불법체류자를
전기통신사업법과
출입국관리법 위반 등의 혐의로 구속하고
추가 조사를 이어가고 있습니다.
