Public-Led Offshore Wind Project Underway



The nation's first public-led wind power development project is being pursued in the (구좌읍) Gujwa-eup area of Jeju City.


The (한동 평대) Handong Pyeongdae offshore wind farm project, which faced initial opposition from residents, has been progressing since 2018 with a working group formed by the residents of the two villages.
With some agreement reached among the residents, the project is moving forward as the nation's first public-led wind power development project.

The project will have a total capacity of 105MW, with an investment of 600 billion won.
Thirteen 8MW wind turbines are planned to be installed, capable of supplying electricity to approximately 30,000 households annually.
Residents of (한동리) Handong-ri will invest through bonds, while those in (평대리) Pyeongdae-ri will participate as shareholders.


The project is expected to generate an annual revenue of about 10 billion won for the community and create employment for about 6,000 people through the attraction of new corporations.

Details on dividends and community donations will be finalized through an agreement in June next year.

The (한동 평대) Handong Pyeongdae offshore wind power project is scheduled for completion in 2026, with full operation planned from 2028.
The province announced its support to ensure smooth administrative procedures, including the final development project implementation approval.

This project will solidify the status of the Jeju Special Self-Governing Province in relation to renewable energy in Korea. The scale of 104MW is a significant step up from what we have done so far.

As the project moves forward after eight years, attention is focused on whether Jeju can successfully implement a public-led wind power business model.

주민 반대에 부딪혀
시작부터 우여곡절을 겪어 왔던
한동 평대 해상풍력 조성 사업은

지난 2018년
두 마을 주민들로 구성된 실무협의회가 구성돼
주민 수용성 확보를 위한 작업을 진행해 왔습니다.

두 마을 주민들이
사업에 대한 일정부분 합의를 도출해 내면서
전국 최초로 공공주도 풍력 개발 사업이 본격적으로 추진됩니다.

사업 규모는 모두 105MW.
사업비는 6천억 원이 투입돼
8MW급 풍력발전기 13대가 설치될 예정입니다.

대략 연간 3만 가구에 공급할 수 있는 전력 생산 규모입니다.

한동리 주민들은 채권형,
평대리 주민들은 지분형으로 사업에 투자하기로 했습니다.

마을에는 연간 100억 원 상당의 수익이 나고
신규 법인 유치를 통해
6천명 가량의 고용 효과도 기대하고 있습니다.

정확한 배당금과
마을 기부금에 대한 내용은
내년 6월 협약을 통해 체결할 예정입니다.

2년 뒤인 2028년부터
본격적인 운영을 계획하고 있습니다.

제주도는 사업 협약식을 통해
마지막 남은 개발사업시행 승인 등
행정 절차가 원활하게 진행될 수 있도록 지원하겠다고 밝혔습니다.
