Deposit System Faces New Hurdles



This is the number of disposable cups returned in Jeju in the 13 months since the pilot implementation of a deposit system in December 2022.

If these cups were stacked, they would reach a height of about 48 kilometers, far exceeding the 30-kilometer length of the 516 Road connecting Jeju City and Seogwipo City.


Initially, certain stores objected to the system because of perceived unfairness, but as it evolved, over 810,000 cups were returned in August of last year. In October and November, the return rate exceeded 78%, demonstrating significant success.


Recently, it has become more difficult to find disposable cups with deposit barcodes attached, despite the system appearing to be settling in.

The Ministry of Environment has not clarified its stance on expanding the deposit system nationwide.
The withdrawal of most low-cost beverage stores in Jeju is due to a policy retreat, including the lifting of the ban on paper cups in stores.


Despite these issues, the province plans to continue the disposable cup deposit system this year, aiming to expand it to all stores, even if local self-implementation becomes a reality.


However, whether the plan will materialize remains uncertain.
Local governments have asked for changes to the Enforcement Decree of the Act on the Promotion of Saving and Recycling Resources to increase the number of businesses in the program. The government announced a proposal for an amendment earlier last year, but there has been little progress.

We will reduce plastic in all forms. One effort is the disposable cup deposit system. We will continue to push for the system regardless of national political direction and promote the necessity of the system and the difficult aspects of implementation.

Jeju's strong administrative will remains clear.
Thus, it is essential to re-engage stores that have withdrawn from the disposable cup deposit system and gain the participation of residents, thereby helping to shore-up and expand the program.

일회용컵 보증금제가 시범 실시된
지난 2022년 12월부터
지난해 말까지 13개월 동안
제주에서 반환된 일회용컵 갯수입니다.

컵을 차곡차곡 쌓았을 경우 높이는 48km 정도로
제주시와 서귀포시를 잇는
516도로의 길이 30km를 훌쩍 넘기는 수준입니다.

제도 시행 초기
일부 매장이 형평성 문제로 반발하기는 했지만
점차 제도가 안착되며
지난해 8월에는
무려 81만 개가 넘는 일회용컵이 반환됐고
10월과 11월에는
78%가 넘는 높은 반환율을 나타내며 성과를 보였습니다.

이 같이 일회용컵 보증금제가 안착되는 듯 했지만
최근 들어 보증금 바코드가 부착된 일회용컵을
찾아보기가 힘들어졌습니다.

환경부가
보증금제 전국 확대에 대한 명확한 입장을 밝히지 않고 있고
사실상 매장 내 종이컵 사용 금지 철회 등
일회용품 정책이 후퇴하면서
도내 저가 음료 매장 대부분이
일회용컵 보증금제 참여를 이탈했기 때문입니다.


이 같은 상황에도
제주도는
일회용컵 보증금제를 올해도 계속 추진할 방침입니다.

지자체 자율 시행이 현실화하더라도
도내 모든 매장을 대상으로 확대 시행하겠다는 계획입니다.

하지만 계획대로 실현될지는 미지수입니다.

지자체가 조례로
일회용컵 보증금제 대상 사업자를 확대할 수 있도록
자원재활용법 시행령 개정을 요청했고
정부가 지난해 초
개정안을 입법 예고했지만
실제로는 이렇다 할 진척이 없기 때문입니다.

여전히 강한 행정 의지를 보이는 만큼
일회용컵 보증금제의
제대로된 안착과 확대를 위해
참여 이탈 매장과 도민들의 동참을
다시 한번 어떻게 이끌어낼지 중요한 과제가 되고 있습니다.
