Unpaid Wages Top 20B Won



A housing complex with approximately 200 units is under construction at this site.

Work here has been at a standstill for several months, with only 40% of the project completed.


Owing to recent financial hardships, the construction company has been placed into legal management, which has halted all construction work since the previous May.

This has affected about 10 carpenters who have not been paid their overdue wages, which amount to tens of millions of won.

I gave up going to my hometown during Chuseok because I didn't receive my wages, and I need to receive some this year to go. At least I'm hanging in there because I'm getting paid from another site I'm working on.



Last year, the employment authority received reports of unpaid wages totaling 22.2 billion won, a significant increase of approximately 8 billion won compared to the previous year. This marks the first time that the figure has surpassed 20 billion won.


Notably, the construction industry suffered the most in terms of unpaid wages, with reported figures reaching approximately 8.1 billion won, accounting for almost 40% of the overall losses incurred.




In Jeju, particularly within the construction industry, the sluggish real estate market, increasing material costs, and rising interest rates have collectively contributed to a surge in wage non-payment damages.



In preparation for the Lunar New Year, the province intends to prioritize the disbursement of public construction payments. Collaborating with the Gwangju Regional Employment and Labor Office, they will provide guidance on rights remedies, wage claim guarantee systems, and a range of financial support measures.


Highlighting the potential for resolution, both the province and the Labor Office have drawn attention to the fact that labor inspector guidance and litigation have proven effective in addressing 9 out of 10 cases involving unpaid wages.




체불임금 사상 첫 2백억 원…"설 앞두고 막막"


2백여 세대 규모의
공동주택 건설 현장입니다.

공정률 40%에서 공사는 수개월째 멈춰 있습니다.

시공사가 자금난으로 법정 관리에 들어가면서
지난해 5월부터
공사가 중단됐습니다.

현장에서 목수일을 하던 10여 명은
여태껏 밀린 임금 수 천만 원을 받지 못하고 있습니다.

추석 때도 임금 못 받아서 고향 가는 것도 포기했고 올해도 좀 받아야
갈 건데. 그나마 일하고 있는 다른 현장에서 임금이 나오니까 버티고 있어요.


지난해 고용당국에 신고된 임금 체불액은 222억 원으로
전년 보다 약 80억 원 늘며
처음으로 2백억 원을 넘었습니다.

체불임금 피해 근로자는 1년 전보다 35%나 급증했습니다.

특히 건설업 분야의
체불임금 신고액은 81억여 원으로
전체 피해 규모의 40% 육박하며 가장 많은 비중을 차지했습니다.

부동산 경기 부진,
원자재 가격 상승에 따른 공사비 증가,
금리 인상 등의 여파로
제주에서도
건설업을 중심으로 임금체불 피해가 커지고 있습니다.


제주도는
관급 공사 대금을 설 명절 전에 조기 지급하고

광주지방고용노동청과 협력해
권리구제 절차와 임금채권 보장 제도
그리고 각종 자금 지원책 등을 안내할 계획입니다.

제주도와 노동청은
체불 임금 사건 10건 중 9건은
근로감독관 현장 지도와
소송 등으로 해결이 가능하다며 적극적인 신고를 당부했습니다.
