A proposal for an ordinance to safeguard and provide support for complaint handling officials within the Jeju Provincial Office of Education against malicious complaints has been put forward.

The ordinance includes provisions for protection and support measures if the officials suffer physical or mental harm such as verbal abuse, physical assault, or repetitive complaints with unjustifiable purposes.

Representative Kang Chung-ryong(강충룡), who introduced the proposal cited recent incidents of excessive malicious complaints leading to cases where public officials are pushed to their limits and mentioned filings of parents filing over 100 criminal complaints, administrative lawsuits, and complaints against the provincial education office.

악성 민원에 대응하기 위한
제주도교육청 민원 처리 담당자 보호 지원 조례안이 발의됐습니다.

조례안에는
민원 처리 담당자가 민원인으로부터 폭언과 폭행,
목적이 정당하지 않은 반복 민원 등으로
신체적 정신적 피해를 받을 경우
보호와 지원 조치에 대한 내용이 담겨 있습니다.

대표 발의한 강충룡 의원은
최근 도를 넘은 악성 민원으로
전국적으로 공무원이 세상을 등지는 안타까운 일이 발생하고
과거 제주에서도
특정 학부모가 도교육청을 상대로
100여 건의 형사고소와 행정소송, 민원 등을 제기해
어려움을 겪었다며 배경을 설명했습니다.
