Elderly Driver Accidents Increase


On June 23, an accident occurred on a road near Mt.Sanbangsan in Andeok-myeon, Seogwipo City.

A taxi hit a steel structure, injuring three people, including the driver and tourists.

The driver who caused the accident was in his 70s.
According to the Road Traffic Act, drivers over 65 are considered elderly drivers.


The driver claims sudden acceleration, and the police are investigating the exact cause based on the accident recorder.


Similarly, traffic accidents caused by elderly drivers over 65 in Jeju have been increasing every year.

In the past three years, there have been over 2,000 traffic accidents involving elderly drivers in Jeju.

The number of accidents, which remained in the 600s per year, exceeded 700 last year, an 8.3% increase from the previous year.

As a result, over 1,000 were injured or killed last year alone.

As elderly drivers age, their cognitive abilities decline. In such situations, their reflexes are slower, making the risk of traffic accidents higher compared to younger people.

Despite continuous related accidents, Jeju offers 100,000 won in cash as transportation expenses to elderly drivers who return their licenses, but the actual return rate is low.


Last year, the license return rate for elderly drivers in Jeju was 2.1%, below the national average.

This year, the license return rate in Jeju is only 0.8% as of the first half.


Experts say that rather than one-time benefits to induce license returns, it is important to expand transportation infrastructure to guarantee the mobility of elderly people without driving.


They also emphasize that elderly drivers themselves should undergo tests and education to objectively assess their condition.

When engaging in agricultural and fishing activities, it would be necessary to support shuttle bus transportation or group transportation during special times like the tangerine harvest season. Elderly drivers themselves should also prepare to voluntarily stop driving early.


As the number of elderly drivers is expected to increase, effective measures are needed to reduce related accidents.



고령 운전자 사고 증가세…면허 반납은 '저조'


지난달 23일,
서귀포시 안덕면 산방산 인근 도로에서 발생한 사고.

주행하던 택시가
철제 구조물을 들이받으면서
차량에 타 있던 운전자와 관광객 등 3명이 다쳤습니다.

사고를 낸 운전자는 70대.

도로교통법상 65살을 넘어 고령 운전자에 해당합니다.

운전자가
차량 급발진을 주장하면서
경찰이
사고기록장치 등을 바탕으로
정확한 경위를 조사하고 있습니다.

이처럼 제주에서
65살 이상 고령 운전자가 일으킨 교통사고는 해마다 늘고 있습니다.

최근 3년간 제주에서 발생한 고령 운전자 교통사고는 2천여 건.

연간 6백 건대에 머물던 사고 건수는
지난해 7백 건 넘게 발생하면서 전년보다 8.3% 늘었습니다.

이로 인해 사상자 역시
지난해에만 1천 명 넘게 발생한 것으로 나타났습니다.

고령 운전자는 연세가 들어감에 따라 인지능력이 저하됩니다. 그런 점에서 돌발 상황 시 순발력이 떨어지므로 젊은 층에 비해 운전에 의한 교통사고 위험이 상대적으로 높을 수밖에 없다고 봅니다."

관련 사고가 끊이지 않으면서
제주도가
면허를 반납하는 고령 운전자에게
교통비로 현금 10만 원을 지원하고 있지만
실제 반납률은 저조합니다.


지난해 제주 지역 고령 운전자의 면허 반납률은 2.1%로
전국 평균을 밑돌았습니다.

올 들어서는 상반기까지
제주 지역 면허 반납률이 0.8%에 그치고 있습니다.

전문가들은
면허 반납을 유도하기 위한
일회성에 그치는 혜택보다는

운전을 하지 않아도
어르신들의 이동권을 보장할 수 있도록
교통 인프라 등을 확충하는 것이 중요하다고 말합니다.

이와 함께 고령 운전자 스스로도
자신의 객관적인 상태를 확인할 수 있는
검사와 교육을 받아야 한다고 당부합니다.

농어촌 활동을 하실 때에는 셔틀버스 이동을 지원해 준다든지 특별하게 감귤철 같은 때에는 마을에서 단체로 이동해 주신다든지 이러한 부분들이 필요할 것 같고요. (고령)운전자 스스로도 본인의 운전을 스스로 조기 졸업을 하신다는 생각으로 준비를 하셔야….

고령 운전자가 앞으로 더 늘어날 것으로 보여
관련 사고를 줄이기 위한
실효성 있는 대책에 대한 고민이 필요해 보입니다.
