Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • The average temperature in Jeju last month was the third highest on record. According to the Jeju Regional Meteorological Administration, the average temperature in Jeju last month was 27.4 degrees Celsius, 1.9 degrees higher than usual, and the third highest since meteorological observations began in 1973, following 2017 and 1994. The number of heatwave days was 5.3, 3.8 days more than usual, and the number of tropical nights was 19.5, more than double the usual.   • Pet Registration Unfavorable To Rural Areas Since 2014, a nationwide animal registration system has been in place to combat the abandonment and loss of family pets like dogs and cats. The number of registered pets in Jeju Province is about 68,000. This is slightly more than half of the estimated 130,000 pets in Jeju surveyed in 2018. To promote pet registration, the government will operate a voluntary pet registration period until the end of September, followed by intensive crackdowns through local governments starting in October. Registration is compulsory for dogs older than 2 months, irrespective of their living arrangements (indoors or outdoors). Additionally, any changes in ownership, address, or contact details must be reported promptly. According to the relevant laws, failure to register an animal can result in a fine of up to 1 million won, and failure to report changes can result in a fine of up to 500,000 won. However, most animal registration institutions are concentrated in urban areas. Currently, there are 69 animal hospitals and other agencies that can register animals in the province. Of these, only 13 are in rural areas. In fact, there are only one or two in each region. Moreover, in areas such as (한경) Hangyeong and (조천) Jocheon, there is a complete absence of institutions capable of registering animals. Due to the inconvenience of pet registration in rural areas, there is a misconception that dogs living outdoors are exempt from the rules, leading to low registration rates. To establish a culture of responsible pet ownership, not only is interest among pet-owning families essential, but administrative policy support is also becoming increasingly important. 읍면에는 없는 '반려동물 등록기관' 가족으로 자리잡은 반려견과 반려묘 등의 유실과 유기를 방지하기 위해 지난 2014년부터 전국적으로 시행되고 있는 동물등록제. 도내에 등록된 반려동물은 6만 8천여 마리. 지난 2018년 제주도가 조사한 반려동물 수 추정치 약 13만 마리의 절반을 조금 웃도는 수준입니다. 반려동물 등록 활성화를 위해 정부가 다음 달까지 반려동물 등록 자진신고 기간을 운영하고 이후 각 지자체를 통해 10월부터 집중 단속할 계획입니다. 의무 등록 대상은 2개월 이상의 개로 집안과 마당 등 키우는 장소에 상관 없이 모두 등록해야 하고 소유자가 바뀌거나 소유자의 주소나 연락처 등이 변경된 경우에도 반드시 신고해야 합니다. 관련법에 따라 동물 등록을 하지 않으면 최고 100만 원, 변경 신고 의무 위반 시에는 50만 원 이하의 과태료가 부과됩니다. 하지만 동물 등록기관은 대부분 시내에 집중돼 있습니다. 현재 도내에서 동물 등록이 가능한 동물병원 등 대행 기관은 모두 69곳. 이 가운데 읍면 지역은 13곳에 불과합니다. 사실상 지역별로 한 두 곳뿐인 겁니다. 게다가 한경과 조천 지역의 경우 동물 등록이 가능한 기관이 단 한곳도 없는 실정입니다. 이로 인해 읍면 지역의 경우 반려견 등록 자체가 번거로운데다 일부는 마당 등 외부에서 기르면 등록하지 않아도 되는 것으로 오인하면서 등록률이 저조한 것으로 추정되고 있습니다. <오세진 / 제주도 동물복지팀장> 교통약자라든지 어르신들이 많은 지역에 대해서는 행정에서 찾아가는 동물등록 서비스 제도를 운영하고 있습니다. 동물을 키우시는 분들은 기간 내에 꼭 등록을 해주셨으면 좋겠습니다. 책임감 있는 반려동물 문화 정착을 위한 반려 가족의 관심은 물론 행정 차원의 정책 지원도 중요해지고 있습니다.

  • Upward Trend in Consumer Prices Last Month
  • Consumer prices in Jeju showed a slight upward trend last month. According to the Jeju office of the Honam Regional Statistics Office, the consumer price index for Jeju last month was 113.9, up 0.2% from the previous month and 2.3% from the same period last year. Compared to the same period last year, major price increases of 174% were seen in pears, 33% in apples, 19% in taxi fares, 15% in insurance service fees, 13% in diesel, and 8% in gasoline.   • 'School Safety Police’ Receives High Satisfaction
  • Jeju's pioneering School Safety Police Officer program has been well-received. Since March, the Jeju Autonomous Police has been piloting the program in one school in the western region of Jeju City. A survey conducted among students, parents, and school staff revealed a 91% satisfaction rate. The school safety police officers reside in schools to maintain safety and order, prevent school violence and digital sex crimes, provide youth counseling, and manage traffic during school hours.   • Jeju Conducts Fish Farm Damage Check
  • As high water temperature warnings are issued along the Jeju coast, authorities have begun investigating damage to fish farms. Jeju Province, in collaboration with the National Fisheries Research and Development Institute, the Korea Maritime Institute, and local administrative bodies, has formed a joint response team to conduct on-site inspections of fish farms. The team is collecting samples to determine if the high water temperature is the cause of the flatfish deaths. If confirmed, they plan to support damage recovery and compensation. Currently, approximately 3,600 flatfish have died in five local fish farms, and further damages are expected. Additionally, water with a salinity below 26 PSU is expected to enter the western and southern coasts next week, raising concerns of potential damage to village fishing grounds. 제주도, 고수온 피해 양식장 합동 조사 제주 연안에 고수온 경보가 발효되고 양식장 피해가 발생하면서 당국이 합동 조사에 착수했습니다. 제주도는 국립수산과학원, 해양수산연구원, 행정시와 고수온 대응 합동대응조사단을 꾸리고 양식장 현장 실사를 진행하고 있습니다. 조사단은 광어 폐사 원인이 고수온 때문인지 시료를 채취해 분석하고 고수온 폐사로 판명되면 피해 복구와 보상 지원에 나설 계획입니다. 현재 도내 양식장 5곳에서 광어 3천 6백여 마리가 폐사한 가운데 앞으로 피해는 더 늘어날 것으로 보입니다. 한편 염분농도 26PSU 이하의 저염분수도 다음 주쯤이면 서부와 남부 연안에 유입될 것으로 보여 마을어장의 피해도 우려되고 있습니다.

  • Amidst relentless day and night heat waves, the number of heat-related illnesses has surged. According to the province, 60 cases of heat-related illnesses have been reported since the first heatwave warning was issued on the 8th of last month. This figure is nearly double the 33 cases reported during the same period last year. Approximately 85% of these heat-related illnesses occurred outdoors, primarily in workplaces and farmlands. Jeju authorities urge the public to avoid outdoor activities during the daytime and to hydrate regularly. 올해 제주 온열질환 60명…전년 대비 2배 연일 밤낮없는폭염이 기승을 부리면서 온열질환자가 급증하고 있습니다. 제주특별자치도에 따르면 지난달 8일 첫 폭염 경보 발효 이후 제주에서는 모두 60명의 온열질환자가 발생했습니다. 이는 지난해 같은 기간 33명보다 2배 가까이 증가한 겁니다. 온열 질환은 전체의 85%가 야외에서 발생했는데 이 가운데 대부분이 작업장이나 논밭으로 파악됐습니다. 제주도는 낮 시간대 야외활동을 자제하고 갈증이 나기 전에 규칙적으로 수분을 섭취하는 등 예방에 주의해 줄 것을 당부했습니다.

  • Elderly Driver Accidents Increase On June 23, an accident occurred on a road near Mt.Sanbangsan in Andeok-myeon, Seogwipo City. A taxi hit a steel structure, injuring three people, including the driver and tourists. The driver who caused the accident was in his 70s. According to the Road Traffic Act, drivers over 65 are considered elderly drivers. The driver claims sudden acceleration, and the police are investigating the exact cause based on the accident recorder. Similarly, traffic accidents caused by elderly drivers over 65 in Jeju have been increasing every year. In the past three years, there have been over 2,000 traffic accidents involving elderly drivers in Jeju. The number of accidents, which remained in the 600s per year, exceeded 700 last year, an 8.3% increase from the previous year. As a result, over 1,000 were injured or killed last year alone. In such situations, their reflexes are slower, making the risk of traffic accidents higher compared to younger people. Despite continuous related accidents, Jeju offers 100,000 won in cash as transportation expenses to elderly drivers who return their licenses, but the actual return rate is low. Last year, the license return rate for elderly drivers in Jeju was 2.1%, below the national average. This year, the license return rate in Jeju is only 0.8% as of the first half. Experts say that rather than one-time benefits to induce license returns, it is important to expand transportation infrastructure to guarantee the mobility of elderly people without driving. They also emphasize that elderly drivers themselves should undergo tests and education to objectively assess their condition. Elderly drivers themselves should also prepare to voluntarily stop driving early. As the number of elderly drivers is expected to increase, effective measures are needed to reduce related accidents. 고령 운전자 사고 증가세…면허 반납은 '저조' 지난달 23일, 서귀포시 안덕면 산방산 인근 도로에서 발생한 사고. 주행하던 택시가 철제 구조물을 들이받으면서 차량에 타 있던 운전자와 관광객 등 3명이 다쳤습니다. 사고를 낸 운전자는 70대. 도로교통법상 65살을 넘어 고령 운전자에 해당합니다. 운전자가 차량 급발진을 주장하면서 경찰이 사고기록장치 등을 바탕으로 정확한 경위를 조사하고 있습니다. 이처럼 제주에서 65살 이상 고령 운전자가 일으킨 교통사고는 해마다 늘고 있습니다. 최근 3년간 제주에서 발생한 고령 운전자 교통사고는 2천여 건. 연간 6백 건대에 머물던 사고 건수는 지난해 7백 건 넘게 발생하면서 전년보다 8.3% 늘었습니다. 이로 인해 사상자 역시 지난해에만 1천 명 넘게 발생한 것으로 나타났습니다. <인터뷰 : 김철수 / 제주경찰청 교통사고조사계장> 고령 운전자는 연세가 들어감에 따라 인지능력이 저하됩니다. 그런 점에서 돌발 상황 시 순발력이 떨어지므로 젊은 층에 비해 운전에 의한 교통사고 위험이 상대적으로 높을 수밖에 없다고 봅니다." 관련 사고가 끊이지 않으면서 제주도가 면허를 반납하는 고령 운전자에게 교통비로 현금 10만 원을 지원하고 있지만 실제 반납률은 저조합니다. 지난해 제주 지역 고령 운전자의 면허 반납률은 2.1%로 전국 평균을 밑돌았습니다. 올 들어서는 상반기까지 제주 지역 면허 반납률이 0.8%에 그치고 있습니다. 전문가들은 면허 반납을 유도하기 위한 일회성에 그치는 혜택보다는 운전을 하지 않아도 어르신들의 이동권을 보장할 수 있도록 교통 인프라 등을 확충하는 것이 중요하다고 말합니다. 이와 함께 고령 운전자 스스로도 자신의 객관적인 상태를 확인할 수 있는 검사와 교육을 받아야 한다고 당부합니다. <인터뷰 : 정미숙 / 도로교통공단 제주지부 교수> 농어촌 활동을 하실 때에는 셔틀버스 이동을 지원해 준다든지 특별하게 감귤철 같은 때에는 마을에서 단체로 이동해 주신다든지 이러한 부분들이 필요할 것 같고요. (고령)운전자 스스로도 본인의 운전을 스스로 조기 졸업을 하신다는 생각으로 준비를 하셔야…. 고령 운전자가 앞으로 더 늘어날 것으로 보여 관련 사고를 줄이기 위한 실효성 있는 대책에 대한 고민이 필요해 보입니다.
