Pet Registration Unfavorable To Rural Areas


Since 2014, a nationwide animal registration system has been in place to combat the abandonment and loss of family pets like dogs and cats.

The number of registered pets in Jeju Province is about 68,000.

This is slightly more than half of the estimated 130,000 pets in Jeju surveyed in 2018.


To promote pet registration, the government will operate a voluntary pet registration period until the end of September, followed by intensive crackdowns through local governments starting in October.


Registration is compulsory for dogs older than 2 months, irrespective of their living arrangements (indoors or outdoors). Additionally, any changes in ownership, address, or contact details must be reported promptly.


According to the relevant laws, failure to register an animal can result in a fine of up to 1 million won, and failure to report changes can result in a fine of up to 500,000 won.


However, most animal registration institutions are concentrated in urban areas.

Currently, there are 69 animal hospitals and other agencies that can register animals in the province.

Of these, only 13 are in rural areas. In fact, there are only one or two in each region.

Moreover, in areas such as (한경) Hangyeong and (조천) Jocheon, there is a complete absence of institutions capable of registering animals.


Due to the inconvenience of pet registration in rural areas, there is a misconception that dogs living outdoors are exempt from the rules, leading to low registration rates.

We operate a door-to-door animal registration service system for areas with many transportation-vulnerable and elderly residents. We hope that people who raise animals will register them within the specified timeframe.

To establish a culture of responsible pet ownership, not only is interest among pet-owning families essential, but administrative policy support is also becoming increasingly important.



읍면에는 없는 '반려동물 등록기관'



가족으로 자리잡은 반려견과 반려묘 등의 유실과 유기를 방지하기 위해
지난 2014년부터
전국적으로 시행되고 있는 동물등록제.



도내에 등록된 반려동물은 6만 8천여 마리.

지난 2018년 제주도가 조사한
반려동물 수 추정치
약 13만 마리의 절반을 조금 웃도는 수준입니다.


반려동물 등록 활성화를 위해
정부가 다음 달까지
반려동물 등록 자진신고 기간을 운영하고
이후 각 지자체를 통해
10월부터 집중 단속할 계획입니다.

의무 등록 대상은
2개월 이상의 개로
집안과 마당 등 키우는 장소에 상관 없이 모두 등록해야 하고
소유자가 바뀌거나
소유자의 주소나
연락처 등이 변경된 경우에도 반드시 신고해야 합니다.

관련법에 따라
동물 등록을 하지 않으면 최고 100만 원,
변경 신고 의무 위반 시에는
50만 원 이하의 과태료가 부과됩니다.

하지만 동물 등록기관은 대부분 시내에 집중돼 있습니다.

현재 도내에서 동물 등록이 가능한
동물병원 등 대행 기관은 모두 69곳.

이 가운데 읍면 지역은 13곳에 불과합니다.
사실상 지역별로 한 두 곳뿐인 겁니다.

게다가 한경과 조천 지역의 경우
동물 등록이 가능한 기관이 단 한곳도 없는 실정입니다.

이로 인해 읍면 지역의 경우 반려견 등록 자체가 번거로운데다
일부는
마당 등 외부에서 기르면
등록하지 않아도 되는 것으로 오인하면서
등록률이
저조한 것으로 추정되고 있습니다.
