Illegal Trade on Jeju Citrus Seedlings


Posts offering the sale of '(달코미) Dalkomi,' a new variety of citrus seedlings, have appeared on online secondhand trading platforms.

The seller described 'Dalkomi' as a substitute for '(황금향) Hwanggeumhyang,' a variety that can be harvested within a year, with a sugar content of 13 Brix.


The post was uploaded five months ago, and the transaction has already been completed.

However, it was revealed to be an illegal sale without proper authorization.


'Dalkomi,' which was developed over the course of 10 years by the Jeju Agricultural Research and Extension Services and officially distributed to farms this year, can only be sold by 21 licensed nurseries in Jeju.

This isn't the only instance of illegal transactions involving newly developed citrus seedlings.


The Jeju Agricultural Research and Extension Services has confirmed the illegal trade of seedlings from three varieties, including 'Dalkomi,' '(가을향) Gaeulhyang,' and '(설향) Seolhyang.'
They have filed a complaint with the Jeju branch of the National Seed Management Office for violations of the Plant Variety Protection Act, and an investigation is underway.


The Agricultural Research and Extension Services has identified four cases of illegal online sales, with the seedlings priced at 12,000 won per tree, about 5,000 won higher than the official farm supply price.

To protect the competitiveness of Jeju’s citrus, there is a strict ban on exporting new citrus seedlings outside the region.


Moreover, if substandard seedlings are distributed, it could degrade the quality of the product.
Therefore, thorough supervision and efforts for self-regulation within the industry are necessary.

농업기술원이 10여 년간 개발해
올해부터 농가에 본격적으로 보급된 달코미는
통상실시 계약을 맺은 도내 종묘업체 21곳에서만
판매가 가능합니다.

감귤 신품종 묘목에 대한 불법 거래는
이뿐만이 아닙니다.

농기원은
달코미를 비롯해
가을향과 설향 등 3개 품종의 묘목이
불법 거래되는 사실을 확인하고
식물신품종보호법 위반 혐의로
국립종자원 제주지원에 고소해
현재 수사가 진행되고 있습니다.

농기원이 파악한 온라인 불법 거래 건수는 4건으로
묘목 한 그루당 판매 가격은
농가 보급가보다 5천 원가량 높은
1만2천원에 책정된 것으로 확인됐습니다.

우리 품종에 대한 보급의 정확한 확립과 제주도 감귤 산업 발전을 위해서 지속적으로 불법 묘목 유통 사례가 있으면 고소할 예정이고 이런 사례가 발생하지 않도록 지속적으로 관심을 갖고 노력할 것입니다.


신품종 묘목은
다른 지역으로 판매될 경우
제주 감귤의 경쟁력이 떨어질 수 있어
도외 유출을 엄격히 금지하고 있습니다.

또한
규격에 맞지는 않는 묘목이 유통되면
상품성 저하가 나타나는 만큼
철저한 관리 감독과 함께
업계의 자정 노력이 필요해 보입니다.
