Illegal Drug Transactions via SNS

A Chinese man in his 30s has been arrested by the Jeju Provincial Police Agency for selling prescription drugs without a license.
The suspect purchased prescription drugs, including treatments for erectile dysfunction, from overseas direct-purchase sites and then posted advertisements on SNS to recruit buyers.
He resold the drugs for around 10,000 won per pill, either sending them by delivery or meeting buyers in person.
It is understood that he sold over 50 prescription drugs without a pharmacist’s license from April of last year to May of this year.
The drugs he sold are classified as prescription drugs due to the risk of misuse and require a pharmacist’s license for sale, which he violated.
During the arrest, the police seized around 1,200 pills, including erectile dysfunction medications, stored at his residence.
The investigation revealed that the arrested Chinese man entered Jeju in November 2016 on a visa-free entry and is currently an illegal resident.
The suspect reportedly stated in the police investigation that he sold drugs as a side job to earn money while living as an illegal resident.

Under the current Pharmaceutical Affairs Act, prescription drugs can only be sold by pharmacists with a doctor’s prescription. In this case, the Chinese man, as an illegal resident, sold the drugs without a license for his own economic benefit, which is unlawful.
The Jeju Provincial Police Agency plan to transfer the illegal Chinese resident to the Jeju Immigration Office and strengthen crackdowns on illegal drug distribution.

SNS에 광고글을 올려 구매자를 모집했습니다.
1알에 1만 원 정도를 받고 되팔았는데
약을 택배로 보내거나 직접 만나 거래했습니다.
이런 방식으로
지난해 4월부터 올해 5월까지 1년 넘게
약사 면허 없이
전문의약품 50여 정을 판매해 온 것으로 파악됐습니다.
판매된 약품들은
오남용 우려에 따라 전문의약품으로 분류돼 있어
약사 면허가 있어야만
판매할 수 있지만 이를 어긴 겁니다.
경찰은 검거 과정에서
남성의 거주지에 보관돼 있던
발기부전 치료제 등
약품 1천 2백여 정을 모두 압수했습니다.
그런데 조사 결과,
검거된 중국인 남성은
지난 2016년 11월 무사증으로 제주에 입도해
현재는 불법체류 상태로 확인됐습니다.
경찰 조사에서 불법체류자 신분으로 생활하며
돈을 벌기 위해
부업으로 약을 팔았다고
진술한 것으로 알려졌습니다.

현행 약사법상 전문의약품은 의사의 처방에 따라서 약사만 판매할 수 있는데 이번 사건 같은 경우는 중국인이 불법체류자로서 본인의 경제적 이익을 위해서 자격 없이 무자격으로 판매한 게 잘못된 사안입니다.
제주자치경찰은
불법체류자인 중국인 남성을
제주출입국외국인청에 인계하는 한편
불법 의약품 유통에 대한 단속을 강화할 계획입니다.
