Eastern Sewage Plant Expansion Project Resumes


The expansion project to handle sewage from (조천읍) Jocheon-eup and (구좌읍) Gujwa-eup in Jeju City has resumed.


Workers are carrying out foundation work for the expansion of the sewage treatment facility.
It has been six months since construction was halted due to an injunction request.


Last month, the appeals court overturned the initial ruling, stating there were no procedural flaws in the expansion project, thereby supporting the province and enabling the project to resume towards normalization.


The expansion aims to double the saturated treatment capacity, but construction progress is at 31% due to opposition from residents over six years and a six-month court-ordered halt.

There could be various concerns if the sewage capacity is exceeded, but this has been a timely opportunity to address potential issues. We aim to complete the project as soon as possible.

Currently, the focus is on preparing the facilities for sewage purification.


Due to prolonged delays, the total project cost has been adjusted to 58.5 billion won, up by 4.7 billion won to account for inflation and other factors, with approval now finalized.

The province plans to complete construction by the end of next year and commence trial operations of the expanded facilities with a daily treatment capacity of 12,000 tons.

It's frustrating for us that the construction hasn't been completed quickly. Honestly, I hope for rapid progress so that the facility can operate by early next year and alleviate the sewage burden in the eastern area.

However, some residents who opposed the expansion and filed lawsuits have appealed to the Supreme Court, leaving some room for continued conflict until a final ruling is made.




동부하수처리장 증설공사 재개


제주시 조천읍과 구좌읍의 하수를 처리하기 위한
제주동부하수처리장 증설사업 공사가 재개됐습니다.

공사가 중단된지 6개월여 만입니다.

지난달, 항소심 재판부가
1심 판결을 뒤집고
증설공사 절차에 하자가 없다며
제주도의 손을 들어주면서
사업 정상화를 위한 공사가 재개된 겁니다.

포화상태인 하수처리 용량을
지금의 두 배로 늘리기 위한 증설공사지만,
주민 반대로 6년,
법원의 공사중지 판결로 6개월여 동안
공사가 진행되지 못하면서
현재 공정율은 31% 수준에 그치고 있습니다.

하수 용량이 초과가 되면 여러 가지 우려되는 점도 있을 수 있는데 마침 그러한 예상되는 문제점들을 해결할 수 있는 좋은 기회가 된 것 같습니다. 조속히 완공되도록 하겠습니다.

현재는 하수 정수 처리를 위한
시설 공사를 앞두고 있습니다.

또 공사가 장기간 지연된 탓에
물가 상승 등을 고려해
기존보다 47억 원 늘어난
585억 원의 총사업비 변경 승인 절차도
마무리된 상황입니다.

제주도는 내년 연말쯤 공사를 마무리하고
하루 1만 2천톤을 처리할 수 있는
증설된 시설을 시운전한다는 계획입니다.

빨리 공사가 안 되니까 우리도 답답합니다. 제 심정으로는
솔직히 이게 공정률이 빨리빨리 진행이 돼서 제 욕심이면 내년 상반기에 가동을 해야 동부 관내 하수도 좀 처리가 되고….


다만 증설공사를 반대하며
소송을 제기했던 일부 주민들이
대법원에 상고한 만큼
최종 판단이 나올때까지
갈등의 불씨는 남아있습니다.
