‘Extra Delivery Fee Support Ends Soon’


The province’s additional delivery fee support program, launched in earnest this year following last year's pilot program, aimed to increase participation by simplifying the application process and extending support to include outgoing parcels.

Despite a rise in participation from 2023, this year's program again saw a significant portion of its budget go unused due to a lack of applicants.


In the nine months since March, the program has received around 630,000 applications and distributed a total of 2.064 billion won in financial assistance.


However, only 31% of the 6.5 billion won budget has been spent.

The remaining 4 billion won will be returned to the Ministry of Oceans and Fisheries and the province.

When the Ministry planned this program, the budget was based on Jeju’s population and parcel usage.

However, subsidies did not apply to certain parcels, like those shipped through Korea Post. Additionally, some companies offered free shipping to island destinations. These factors reduced the number of eligible recipients for the subsidy.


Due to low participation in the program, the 2025 budget for Jeju’s additional delivery fee support has been reduced to 2.56 billion won, one-third of this year’s budget.

The province has said it is actively advocating for national government agencies, such as the Ministry of Oceans and Fisheries, to expand the eligibility criteria from individuals to small business owners.

Currently, only individuals are eligible for support. We are continuously negotiating with the Ministry of Oceans and Fisheries, the Ministry of Economy and Finance, and the National Assembly to expand the eligibility to include small business owners.


The additional delivery fee support program for this year will end on December 20th.

The province is urging residents who have not yet applied to submit their applications online or through local community centers.


"추가배송비 신청 서두르세요"…40억 '불용'


지난해 시범 사업에 이어
올해 본격적으로 추진된 택배 추가배송비 사업.

시범 사업 당시 저조했던 참여율을 높이기 위해
올해부터
신청 절차를 간소화하고
보내는 택배도 지원되도록 개선됐습니다.

지난해보다 늘긴 했지만
올해 신청자도 예상치를 크게 밑돌고 있습니다.
때문에 올해도 많은 사업비를 반납하게 됐습니다.

올해 3월부터 9개월 동안 접수된
추가배송비 지원 신청은
약 63만 건으로
모두 20억 6,400만 원이 지원됐습니다.

전체 예산 65억 원 가운데
집행률은 31% 수준에 그치고 있습니다.

쓰지 못한 나머지 40억 원은
해수부와 제주도로 각각 반납될 처지에 놓였습니다.


해수부는 처음 사업을 계획할 당시
제주도 인구와 택배 이용 건수를 바탕으로 예산을 책정했지만
우체국 택배는 지원대상에서 제외된데다
섬지역도 무료 배송을 시행하는 일부 업체로
실제 지원 대상은 축소됐습니다.

상황이 이렇게 되자
내년 제주지역 택배 추가배송비 예산은
올해의 3분의 1 수준인 25억 6천원 만 편성됐습니다.

제주도는
추가배송비 지원 대상을
개인에서 소상공인으로 확대하는 방안을
해수부 등 중앙 부처에 지속적으로 건의하고 있다고 밝혔습니다.

현재 지원 대상자가 개인 밖에 지원이 안되는데 소상공인까지 지원 대상이 확대되도록 해수부, 기재부, 국회 등 중앙부처에 계속해서 건의 절충 활동을 하고 있습니다.

올해 택배 추가배송비 지원 사업은 다음 달 20일로 종료됩니다.

온라인이나
읍면동 주민센터를 통해
추가배송비 지원금을 신청해줄 것을 당부했습니다.
