Free Bus Fares For All Youth?

Starting next year, elementary school students in Jeju will be able to use buses for free.

This change comes after the ordinance exempting elementary students from bus fares was revised in April.

As the Jeju Provincial Council deliberates next year’s budget, discussions are in full swing to include middle and high school students in the free bus fare policy.

Jeju Provincial Council Education Committee member (강경문) Kang Kyung-moon argues that funds currently used to subsidize roundtrip transportation for middle and high school students commuting long distances could instead enable free bus fares for all youth.

He stated that while youth account for 16% of total bus users, transitioning to free fares would require an annual budget in the 10 billion won range, which could be covered by the existing transportation subsidies.

We calculated a maximum usage increase of 30%, which would cost about KRW 10 billion. Even then, we’d have KRW 500 million left over.

The Jeju Education Office has shown a positive stance toward expanding youth fare exemptions.

However, it emphasized the need for discussions with the province, which currently shoulders about half of the commuting subsidy costs.

It's a good proposal, but what concerns us is how to successfully negotiate with the province.

Meanwhile, the province has expressed that while a thorough budget analysis is needed, the proposal could be considered as part of efforts to promote public transportation.
This raises hopes that free bus rides for youth could become a reality.



내년부터 모든 청소년 버스요금 무료?


내년부터 제주지역 초등학생들은 버스를 무료로 이용할 수 있습니다

지난 4월 초등학생의 버스 요금을 면제하는 내용을 담은 조례가 개정됐기 때문입니다.

제주도의회의 내년도 예산안 심사가 한창인 가운데
대중교통 요금 면제 대상에
중,고등학생까지 포함하자는 논의가 활발합니다.

제주도의회 교육위원회 강경문 의원은
현재 일정 거리 이상을 통학하는 중고등학생에게 지급하는
왕복 교통비를 활용하면
모든 청소년들의 무료 버스 이용이 가능하다고 주장했습니다.

강 의원은 청소년 버스 이용률은
전체 이용자의 16%로 무료로 전환하더라도
연간 100억원 대 예산이 필요한데
현재 지급되는 교통비로 감당할 수 있다고 덧붙였습니다.

많은 청소년들이 이용을 해서 30% 증가율 최대치를 잡아봤는데 그게 100억 원이 들어갔습니다. 그래도 5억 원이 남아요.


청소년 버스 요금 면제 확대 제안에
제주교육당국도 긍정적인 입장입니다.

다만 현재 통학비의 절반 가량을 부담하는
제주특별자치도와의
협의가 필요하다는 입장입니다.

좋은 제안이라고 했는데 다만 걱정되는 건 제주도와의 협의를 어떻게 이끌어낼 건가에 대한 고민이 많이 되고 있습니다.

한편 버스 요금 면제 대상 확대 제안에 대해
제주도는
면밀한 예산 분석이 필요하지만
대중교통 활성화를 위해 검토할 수 있다는 입장이어서
청소년들의 버스 무료 이용이 현실화될 지 주목됩니다.
