Small Business Owners on the Brink




Last month, the small business sentiment index in the province stood at 65.5, the lowest level in the country.

When the index is below 100, this reflects a prevailing sentiment among small business owners that economic conditions have deteriorated.

This year, the index has hovered between 40 and 60, well below the baseline.

As a result, last year the rate of self-employed businesses shutting down in the province exceeded 10%.


A meeting of the Jeju Small Business Owners' Association was convened on Monday afternoon.
During a session organized by the province to gather feedback from small business owners, attendees voiced their heightened concerns over the state of the local economy.


They emphasized the need for extensive policy support, citing their struggle to keep up with the rapid pace of technological advancements and external pressures.

The business environment and trends are constantly changing. Many closures happen because businesses cannot keep up with the trends.

Furthermore, the combination of stagnant domestic demand and increasing labor costs has made it challenging for businesses to afford their four main employee insurance premiums.

Cities like Suncheon and Busan fully cover employment insurance premiums. I hope the province will also actively consider supporting employment insurance premiums among the four main forms of insurance.

Small business owners also called for simplified procedures for subsidy applications, relaxed parking enforcement, and support for hiring disabled employees in businesses with fewer than five employees.


Governor Oh Young-hun acknowledged the severity of the local economic situation and vowed to thoroughly review their requests.

To sustain the Jeju community and help you regain stability, it’s the responsibility of Jeju officials, including myself, to provide support.

The province has announced plans to increase next year’s budget for economic revitalization by 10% to 140 billion won.
The funds will focus on helping small businesses by boosting domestic demand and creating jobs.



"보험료도 못 내" 벼랑 끝 몰린 소상공인


지난달 도내 소상공인들의 체감 경기지수는
65.5로
전국 최저 수준에 머물렀습니다.

수치가 100 미만이면
경기가 나빠졌다고 느끼는 소상공인 더 많다는 의미인데
올해 내내 40에서 60선을 오가며 기준치를 크게 밑돌고 있습니다.

상황이 이렇다 보니
지난해 도내 자영업 페업률은 10%를 넘어섰습니다.

제주도가 마련한 소상공인 현장 간담회에서도
참석자들은
지역경제 위기감이 어느 때보다 커지고 있다고 토로했습니다.

특히 기술 변화와 외부 악재 등
급변하는 영업환경에
제대로 대처하지 못하고 있다며
세심한 정책 지원이 필요하다고 입을 모았습니다.

영업 환경, 트렌드가 계속 바뀌고 있습니다. 사실 폐업하는 경우도 굉장히 많고, 트렌드를 쫓아가지 못해 폐업하는 경우가 있습니다.

또한 내수 부진이 장기화되는 반면
인건비는 상승하면서
근로자의
4대 보험료를 내기도 어려운 상황이라고 호소했습니다.

순천시와 부산시는 (고용보험료를) 100% 지원해주고 있습니다. 4대보험 중 고용보험료에 대해서도 제주도에서 지원을 적극 검토해주셨으면…

아울러 소상공인들은
복잡한 보조금 지원 신청 절차의 간소화,
주정차 단속 완화,
5인 미만 사업장 장애인 채용 지원 등을 요구했습니다.

이와 관련해 오영훈 지사는
지역경제 상황을 무겁게 받아들이고 있다며
요구 사항들을 꼼꼼하게 살피겠다고 밝혔습니다.

제주도는
내년 경제활력분야 예산안을
전년 대비 10% 증액된 1400억원으로 편성하고
소상공인 위기 극복과
내수 진작, 일자리 등을 중점적으로 지원할 방침이라고 설명했습니다.
