It is expected that caregivers of disabled individuals will be included in the exemptions for the parking space certificate system.

The Anti-Corruption and Civil Rights Commission explained that even though disabled individuals may have a driver’s license, it is common for them to use vehicles registered under a caregiver's name or jointly owned vehicles. However, they currently cannot receive an exemption for the parking space certificate.

In response, the Commission recommended to Jeju Province that the system be revised to include vehicles registered under a caregiver's name or jointly owned vehicles in the exemptions, ensuring that the mobility rights of disabled individuals are effectively protected.

Currently, in order for a disabled person to be exempted from the parking space certificate system, they must have a driver’s license and own a vehicle solely in their name.

공동명의 차량 이용이 흔하지만
차고지증명 예외를 인정받지 못하고 있다고
설명했습니다.

이에 권익위는
장애인들의 이동권이 실질적으로 보장될 수 있도록
보호자 명의와 공동명의 차량도
차고지증명 예외 대상에 포함되도록 하는 내용의 제도개선을
제주도에 권고했습니다.

현재 장애인이
차고지증명 예외를 인정받으려면
장애인 본인이 운전면허를 소지하고
단독 명의의 차량을 소유해야 합니다.
