Cuts in School Trip Subsidies for Multi-Child Families


High schools across Jeju are struggling to finalize plans for next year’s school trips.


The decision stems from the Jeju Education Office's policy to reduce financial support for school trip expenses for multi-child families.

This year, the average cost per high school student for a school trip is approximately 700,000 won.
The Jeju Education Office covered 400,000 won of that per student and fully funded remaining expenses for low-income and multi-child families.

Starting next year, the support for multi-child families will be capped at 600,000 won, with any shortfall expected to be covered by school budgets.


This shift has raised concerns due to the significant financial burden it imposes on schools.


In 2022, the Jeju Education Office became the first in the nation to redefine multi-child families to include households with two children instead of three, as part of its expanded welfare initiative.


As a result, the proportion of eligible students rose from 29% to over 55%, drastically increasing the financial strain on overcrowded schools. Some schools face annual additional school trip costs of tens of millions of won.


In response, schools are exploring options such as shortening the usual 4-day, 3-night trips or reducing other educational programs.

Teacher unions have also voiced opposition to the confusion caused by the policy.


They argue that the decision to reduce school trip subsidies was made unilaterally, without sufficient dialogue with educators.

Critics also point out the inconsistency of the policy, especially given the Jeju Education Office’s prior focus on expanding educational welfare by broadening the definition of multi-child families.

다자녀 수학여행 지원 축소…학교 '혼란'


일선 고등학교마다 내년도 수학여행 계획 수립을 앞두고
고민에 빠졌습니다.

제주교육당국이 다자녀 가정에 대한 수학여행 경비 지원을
축소하기로 결정했기 때문입니다.


올해 기준 한명의 고등학생에 소요되는 수학여행 경비는
평균 70만원 선

제주도교육청은 이 가운데 한명당 40만원을 지원하고
저소득층과 다자녀 가정 학생들에게는 나머지 경비도 지원해왔습니다.

하지만 내년부터 다자녀 가정 학생들에게는 최대 60만원까지만
지원하고 부족한 경비는 학교 예산으로 부담하도록 지침을 보냈습니다.

문제는 학교가 부담해야 할 수학여행 경비가 만만치 않다는데 있습니다.

지난 2022년 제주도교육청은 교육복지를 확대한다며 전국에서 처음으로
다자녀 기준을 세 자녀 가정에서 두 자녀 가정으로 완화했습니다.

이 때문에 다자녀 가정 지원대상 학생은 종전 29%에서
절반을 웃도는 55%까지 확대됐습니다.

이처럼 다자녀 가정 학생들이 크게 늘어나면서 일부 과밀 학교에서 부담해야할 수학여행 경비는 연간 수천만원에 이르고 있습니다.

학교에선 종전 3박4일로 가던 수학여행 일정을 단축하거나
다른 교육 프로그램을 축소하는 방안을 고민하고 있습니다.

저희 같은 경우에는 학생 수가 많기 때문에 학교에서 사실
(수학여행 경비) 이것을 부담하는 게 아주 쉬운 부분은 아니어서...

이렇게 하면 이제 저희도 2박 3일로 갔다 올까 (검토중입니다.)


이처럼 혼란에 교원단체들도 반발하고 있습니다.

교육 현장과의 사전 공감대 없이 수학여행 경비 지원 축소를
일방적으로 결정했다는 겁니다.

무엇보다 교육복지 확대를 기치로 다자녀 기준 완화에 앞장섰던
제주교육당국의 정책 일관성도 흔들리고 있다고 비판했습니다.

다자녀에 대해서 수학여행비 추가 지원을 학교에서 알아서
(부담)해라라고 한다라는 건 교육청에서 더 이상 우리는 그거에 대해 책임지지 않겠다라는 메시지잖아요. 이게 (정책의) 일관성이 없어요.

제주도교육청의 이번 결정이
교육 복지 축소 우려를 넘어 저출산 위기극복에 '역행'한다는
비판을 피하기 어려워보입니다.
