Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Jeju island will fully open four newly created public cultural facilities next year to expand opportunities for residents to enjoy cultural activities. The facilities set to open next year include the ‘Arko Performance Rehearsal Center at the former Academy Theater, the Jeoji (저지) Community Cultural Center, the Udo (우도) Cultural Complex, and the Seogwipo (서귀포) Dreaming Arts Center. By category, the highest satisfaction was recorded in road environment comfort with 76 points, followed by traffic information provision (75 points), safety (73 points), and smoothness (69 points). However, the survey highlighted resolving traffic congestion during commuting hours as the most urgent issue.   • Over 1,000 abandoned houses that have been uninhabited for over a year have been identified in Jeju. According to the Province, there are currently 1,159 abandoned houses in the region, which is a 34.4% increase compared to five years ago. The distribution of these abandoned houses is notably higher in rural areas. Hangyeong-myeon (한경면) had the highest percentage at 9.5%, followed by Hanlim-eup (한림읍), Aewol-eup (애월읍), Daejeong-eup (대정읍), and Seongsan-eup (성산읍). Regarding the condition of the houses, 73% were categorized as grade 2 houses, which can be utilized after safety measures and repairs. Grade 1 houses, which are ready for immediate use, accounted for 10%, while 17% were deemed grade 3 houses that need to be demolished. The decision stems from the Jeju Education Office's policy to reduce financial support for school trip expenses for multi-child families. This year, the average cost per high school student for a school trip is approximately 700,000 won. The Jeju Education Office covered 400,000 won of that per student and fully funded remaining expenses for low-income and multi-child families. Starting next year, the support for multi-child families will be capped at 600,000 won, with any shortfall expected to be covered by school budgets. This shift has raised concerns due to the significant financial burden it imposes on schools. In 2022, the Jeju Education Office became the first in the nation to redefine multi-child families to include households with two children instead of three, as part of its expanded welfare initiative. As a result, the proportion of eligible students rose from 29% to over 55%, drastically increasing the financial strain on overcrowded schools. Some schools face annual additional school trip costs of tens of millions of won. In response, schools are exploring options such as shortening the usual 4-day, 3-night trips or reducing other educational programs. Teacher unions have also voiced opposition to the confusion caused by the policy. They argue that the decision to reduce school trip subsidies was made unilaterally, without sufficient dialogue with educators. Critics also point out the inconsistency of the policy, especially given the Jeju Education Office’s prior focus on expanding educational welfare by broadening the definition of multi-child families. INTERVIEW Hyun Kyung-yun / Jeju Teachers' Union Head Telling schools to figure out the extra funding for multi-child family school trips on their own essentially sends the message that the education office is no longer taking responsibility. There’s a clear lack of consistency in policy. The Jeju Education Office's decision has sparked criticism. It is seen as not only a reduction in educational welfare but also a regressive step in tackling the low birthrate crisis. 다자녀 수학여행 지원 축소…학교 '혼란' 일선 고등학교마다 내년도 수학여행 계획 수립을 앞두고 고민에 빠졌습니다. 제주교육당국이 다자녀 가정에 대한 수학여행 경비 지원을 축소하기로 결정했기 때문입니다. 올해 기준 한명의 고등학생에 소요되는 수학여행 경비는 평균 70만원 선 제주도교육청은 이 가운데 한명당 40만원을 지원하고 저소득층과 다자녀 가정 학생들에게는 나머지 경비도 지원해왔습니다. 하지만 내년부터 다자녀 가정 학생들에게는 최대 60만원까지만 지원하고 부족한 경비는 학교 예산으로 부담하도록 지침을 보냈습니다. 문제는 학교가 부담해야 할 수학여행 경비가 만만치 않다는데 있습니다. 지난 2022년 제주도교육청은 교육복지를 확대한다며 전국에서 처음으로 다자녀 기준을 세 자녀 가정에서 두 자녀 가정으로 완화했습니다. 이 때문에 다자녀 가정 지원대상 학생은 종전 29%에서 절반을 웃도는 55%까지 확대됐습니다. 이처럼 다자녀 가정 학생들이 크게 늘어나면서 일부 과밀 학교에서 부담해야할 수학여행 경비는 연간 수천만원에 이르고 있습니다. 학교에선 종전 3박4일로 가던 수학여행 일정을 단축하거나 다른 교육 프로그램을 축소하는 방안을 고민하고 있습니다. [전화녹취 A 고등학교 관계자 ] 저희 같은 경우에는 학생 수가 많기 때문에 학교에서 사실 (수학여행 경비) 이것을 부담하는 게 아주 쉬운 부분은 아니어서... [전화녹취 B 고등학교 관계자 ] (육지에서) 수학여행 오는 팀들이 보통 2박 3일로 오거든요. 이렇게 하면 이제 저희도 2박 3일로 갔다 올까 (검토중입니다.) 이처럼 혼란에 교원단체들도 반발하고 있습니다. 교육 현장과의 사전 공감대 없이 수학여행 경비 지원 축소를 일방적으로 결정했다는 겁니다. 무엇보다 교육복지 확대를 기치로 다자녀 기준 완화에 앞장섰던 제주교육당국의 정책 일관성도 흔들리고 있다고 비판했습니다.   • Challenges in Jeju Growing Income Polarization Fewer than two out of ten Jeju residents experienced upward economic mobility within a year. According to Statistics Korea's first-ever Income Mobility Statistics based on labor and business income, 36.3% of Jeju residents experienced upward or downward income mobility in 2022 compared to the previous year. This income mobility rate is the second-highest among the 17 regions in Korea, following Incheon. Of those who experienced income mobility, 18.3% moved to a higher income bracket, while 18.1% moved to a lower bracket. The remaining 63.7% remained in the same income bracket as the previous year. From 2018 to 2022, annual income mobility rates have fluctuated. Upward mobility decreased slightly from 18.5% in 2018 to 18.3% in 2022, while downward mobility declined from 20.3% to 18.1% over the same period. However, the percentage of people maintaining their income bracket has increased since 2020, indicating a decline in social mobility. In 2022, the highest income bracket (quintile 5), representing the top 20% of earners, had the highest retention rate of 83.7%. This means 8 out of 10 people in the top income bracket in 2021 remained in that group the following year. Meanwhile, the lowest income bracket (quintile 1), representing the bottom 20% of earners, had a retention rate of 69.1%, the second-highest among all brackets. INTERVIEW Choi Paul / Director of Economic and Social Statistics Research, Statistics Korea Incheon, Jeju, and Gyeonggi showed high mobility, while Sejong, Jeonbuk, and Ulsan showed lower mobility. Regions like the Seoul metropolitan area and Jeju, which are highly dynamic and heavily influenced by tourism, tend to show more significant income mobility changes.   • Jeju Fills the Gap for Winter Needs
  • Jeju City will focus on identifying and supporting vulnerable groups during the winter season using a Welfare Blind Spot Detection System until December 17. Target groups for assistance include people at risk of losing essential services including electricity, gas, and water, as well as individuals facing overdue payments. This includes people with disabilities, elderly living alone, and households with unstable housing conditions. Additionally, in preparation for winter cold spells and heavy snow, the city will provide winter supplies to 19 vulnerable households. The city will also conduct safety checks, including inspections of fire extinguisher installations. 제주시, 겨울철 복지사각지대 발굴·지원 제주시가 다음 달 17일까지 복지사각지대 발굴시스템을 활용해 겨울철 취약계층을 집중 발굴해 지원합니다. 발굴 대상은 전기와 가스, 수도 등이 끊기거나 요금 체납 위기 요인이 있는 장애인과 독거노인, 주거취약가구 등입니다. 이와 함께 겨울철 한파와 폭설 등에 대비해 컨테이너와 비닐하우스 등에 거주하는 주거취약 19가구에는 겨울 용품 구입비용을 지원하고 소화기 설치상태 점검 등 안전 점검을 추진할 방침입니다.

The Didim Seed Account matches the amount saved by the child, guardian, or through sponsorship at a 1:2 ratio, with the government contributing up to 100,000 KRW per month. The account matures when the child turns 18. 내년부터 아동 디딤씨앗통장 가입 대상 확대 내년부터 저소득 아동의 자산 형성을 돕는 '디딤씨앗통장' 가입 대상이 확대됩니다. 제주시에 따르면 이번 가입대상 확대로 기존 보호아동과 중위소득 50% 이하에서 차상위계층과 한부모가정 아동까지 혜택을 받을 수 있게 됐습니다. 신규 가입을 희망하는 경우 읍면동 주민센터에 방문하거나 복지로와 정부24 등 온라인에서 신청할 수 있습니다. 디딤씨앗통장은 아동이 후원을 받거나 본인 또는 보호자가 저축하면 정부가 적립 금액의 1대 2 비율로 월 10만원까지 매칭해 주게 되며 만기는 해당 아동이 18살이 되는 달 까지입니다.
