remain unavoidable this year.

All standardized high schools in Jeju City
have been classified as overcrowded,
with the issue expected to be resolved after 2027
when some specialized schools
transition to general high schools.

Overcrowded Jeju High Schools Persist



[Slug] This year’s Jeju high school students: 18,843, Up by 10 from last year

The number of high school students in Jeju this year is 18,843.
This is an increase of only 0.1%, or 10 students, compared to last year.
The number of classes has also decreased by four, from 708 to 704.

[Slug] Low birth rates keep high schools overcrowded
The declining student population is attributed to the effects of low birth rates.
However, some high schools will inevitably continue to have overcrowded classes this year.
According to the Jeju Provincial Office of Education’s high school student placement plan, the number of students per class in general high schools in Seogwipo City has decreased from 28 to 27.
In specialized high schools in urban areas, the number has been reduced from 25 to 24.
However, the situation in standardized general high schools in Jeju City's urban areas is different.

Among the 284 classrooms, the number of students per class exceeds 28, meaning all classrooms are categorized as overcrowded.
Compared to the 35% overcrowding rate in non-standardized high schools and 1.9% in specialized high schools, Jeju's standardized general high schools have the highest overcrowding rate nationwide.

Moreover, this year’s incoming middle school students include many born during the "black dragon" year baby boom, making it the highest middle school enrollment in a decade.
As a result, the issue of overcrowded high school classes is expected to worsen in the coming years.
Meanwhile, the Jeju Provincial Office of Education has already utilized all available classrooms and modular classrooms, making it difficult to alleviate overcrowding.

학생 주는데 과밀학급 불가피…"2027년 이후에나"


[올해 제주 고교생 1만8,843명…전년比 10명 늘어]
올해 제주지역 고등학교 학생 수는 1만 8천 843명입니다.

지난해보다 0.1%, 열명이 늘어나는데 그쳤습니다.

학급 수 역시 704학급으로 전년 대비 4학급이나 감소했습니다.

[저출산 영향…일부 고교 과밀학급 '불가피']
저출산 여파로 학생 수 감소가 원인으로 꼽힙니다.

하지만 올해도
일부 고등학교의 과밀학급 구성은 불가피할 것으로 보입니다.

제주도교육청의 고등학교 학생배치 계획을 보면
올해 서귀포시 일반고등학교의
학급당 학생 수는
종전 28명에서 27명으로 1명이 줄었습니다.

동지역의 특성화고등학교 학급당 정원도
25명에서 24명으로 감축했습니다.

하지만 제주시 동지역 일반고 평준화고등학교의 상황은 다릅니다.

비평준화고등학교의 경우 과밀학급 비율이 35%

더욱이 올해 중학교 신입생이 출산 붐이 일었던
흑룡띠 학생들로
10년만에 최고치를 기록하면서
당분간 고등학교의 과밀학급 문제가 더욱 심화될 전망입니다.

이런 가운데 제주도교육청은
현재 교원 확보와
교실로 활용 가능한 공간은
최대한 이용하고 있는 상태로 과밀 해소는 쉽지 않다는 입장입니다.

다만 특성화고인 제주고등학교와 제주여상이
일반고로 전환되고
새로운 특성화고가 만들어지는
2027년 이후에는 이 같은 과밀 학급 문제가 해소될 것으로
기대하고 있습니다.
