Foreign tourists who rent cars and violate traffic laws often escape penalties due to delayed enforcement.
Last year alone, unpaid traffic fines reached approximately 1 billion won.

Foreign Tourists Rack Up Traffic Fines



Rental cars can be found at every major tourist destination.

With the rise in individual tourists, particularly from Chinese-speaking regions, the demand for rental cars has surged.
However, since foreign drivers are unfamiliar with local road conditions, violations such as speeding, illegal parking, and running red lights are common.
Among rental car users, foreign tourists often fail to pay fines for traffic violations, leading to a ballooning amount of unpaid penalties.



Last year, the police and local authorities recorded some 16,300 traffic violations by foreign rental car drivers.
Of these, approximately 87.5% involved unpaid fines, totalling nearly 1 billion won.


[Slug] 20 days required to issue a fine notice

Even when violations occur, it takes around 20 days for the fine notice to be issued.
This makes it nearly impossible to collect the fine once the tourist has already left the country.

[Slug] Current law shields rental car companies from fines

Even if authorities attempt to charge rental car companies, current regulations shield such businesses from fines.



Rental car industry representatives argue that the current lengthy process, from violation detection to notice issuance, makes it difficult to impose fines on foreign drivers who leave the country before receiving the notice.
They are calling for a shorter issuance period to address the issue.





A police official stated, "We need to revise regulations that prevent fines from being imposed on rental car companies, or introduce a deposit system where fines can be deducted later."



[Slug] Legislative proposal scrapped, deposit system impractical

A related bill was proposed during the 21st National Assembly, but it was discarded without even being reviewed by the committee.
Meanwhile, industry experts argue that a deposit-based system is impractical.

출국하면 끝?…교통법규 체납액 눈덩이


유명 관광지마다 렌터카들이 세워져 있습니다.

[외국인 렌터카 수요 증가…불법 주정차·과속 '교통 위반' 빈번]
최근 개별 관광객이 늘면서
특히 중화권 렌터카 이용 수요가 커지고 있습니다.

하지만, 도로 환경에 익숙치 않다보니
과속이나 불법 주정차, 신호 위반 차량들을 쉽게 볼 수 있습니다.

렌터카 이용객 중 외국인 관광객들은
교통법규 위반 과태료를 제때 거둬들일 수 없어
체납액이 눈덩이처럼 불어나고 있습니다.



지난해 경찰과 자치경찰에 적발된 외국인 렌터카 교통 위반 건수는
1만 6천여 건,
이 가운데 87% 정도가 과태료 미납 차량이었습니다.

체납액은 10억 원에 육박하고 있습니다.


[고지서 발송까지 20일 걸려…외국인 출국하면 과태료 징수 어려워]
위반을 해도 고지서 발송까지 약 20일이 걸리는데
외국인 관광객이 출국하면 과태료를 받을 길이 없습니다.

현행 법에서
자동차대여사업자에게
과태료 부과 처분은 할 수 없도록 돼 있습니다.



렌터카 업계는
위반 단속 시점부터 고지서 발송까지
장기간 걸리는 문제 때문에
외국인이 출국하면 사실상 과태료 부과가 어려운 상황이라며
발송 기간 단축 등을 요구하고 있습니다.




경찰 관계자는
"렌터카 업체에 과태료 부과 처분을 할 수 없도록 한 규정을
개정하거나
보증금을 받고 사후에 정산하는 제도 등이 필요하다"는 입장입니다.


[법률 개정안 국회 폐기·보증금 제도 현실성 떨어져]
이미 지난 21대 국회에서 관련 법이 발의됐지만
상임위원회에서 논의 조차 안되며 폐기됐고
보증금 정산 제도 역시 실효성이 떨어진다는게 현장의 목소리입니다.

뚜렷한 해법 없이
매년 반복되는 과태료 체납 문제로
세수 확보 차질은 물론
무엇보다 제주에서의 난폭 운전을
부추기는 원인이 될 수 있다는 지적도 나오고 있습니다.
